The J5/8 develops basic military/political policy and planning for command activities involving relations with other U.S. combatant commands, allied and international military organizations, and subordinate commands. As a result of forward-operating military representatives in U.S. embassies, the directorate has a unique perspective that enhances partner and mil-to-mil outreach and training. This dovetails with its strategy, plans and policy development that support global peace and security in the region

Every two years, the directorate builds the “Strategy for Active Security” (SAS), which serves as the command’s roadmap EUCOM’s engagement activities in the coming years. The SAS enables J5/8’s diverse team to develop country-specific plans, policies, and priorities that will guide theater-wide outreach. The J5/8 works closely with the other directorates, interagency partners and allies and uses diverse inputs to continually refine plans, ensuring they remain aligned with strategic guidance and the realities of an ever-changing environment. Whether it is evaluating current capabilities, searching for the next technological breakthroughs, or analyzing what EUCOM should look like in the next 10 years, the J5/8 always has its eyes on the future.

The directorate is fully committed to a secure, stable Europe through programs such as:

  • NATO and coalition support

    Taking Care of the Basics: Humanitarian Civic Assistance in Croatia

    The town of Slunj, Croatia, was not far away and Diana and I were traveling there by car to participate in the Croatian President Ivo Josipovic’s visit to Slunj Primary School. For months prior, Diana had worked closely with the US and Croatian military representatives, as well as with the civilian authorities in the town of Slunj, to ensure the availability of the necessary construction materials for a renovation project at the Slunj Primary School. Today, she too could celebrate. The joint Croatian-US military exercise Immediate Response 2011 had just finished and President Josipovic was visiting the Croatian military base where the exercise had taken place. He was there to thank the Croatian and US military members who had participated in the exercise and to view several joint military construction projects that had taken place concurrently with the exercise.

    Useful work in Ukraine

    June 6 is a special day, but probably not for the reasons normally associated with the U.S. military in Europe. I was in Odessa, Ukraine, on the Black Sea coast. The weather was gorgeous, and I was with Ambassador Tefft and his wife, to celebrate the successful completion of facility improvements at Lastoshka Tuberculosis Children's Rehabilition Center.

    Enriching lives in Estonia

    The first project was an approximately $317,000 renovation of the Puka School’s roof in Puka, Estonia. The school, built in the 1930s, has continually served as the consolidated school (grades 1-12) for Puka, teaching approximately 120 students every year. The original roof had seen its better days long ago and despite frequent repairs, the challenge to keep out rain was constant. Clearly, this renovation is a vast improvement and will undoubtedly protect Puka’s treasured school long past the time when the grandchildren of current students send their children to learn. After a delightful and memorable performance of Estonian national song and dance by the school’s children, we had the ribbon cutting and plaque dedication by school and civic leaders, and  U.S. Embassy and EUCOM personnel.

    YEREVAN, Armenia - (Sept. 20, 2012) Sgt. 1st Class Travis Eichhorn, a Pittsburg, Kansas native, gives an update on today's training with humanitarian demining soldiers in Armenia. Kansas National Guardsmen and the HDTC representative are instructing Armenian peacekeepers and engineer battalions on international demining standards as part of the Humanitarian Mine Action program and will assist the Armenian government in developing a national standard operating procedure for demining.

Kansas and Armenia have a long partnership stretching back to Senator Bob Dole being nursed backed to health in World War II by an Armenian doctor and calling for the U.S. to be the first to recognize Armenia’s independence.

    DoD/ODC, with technical assistance by USAID/PEP, renovated Primary School "Bratstvo Migjeni" v. Sarakino, Municipality Tetovo. The renovation included replacement of all windows and doors, the roof, the floor, the central heating system, the light and electrical installation, reconstruction of toilets, installation of thermal façade, painting the external walls, painting the classroom walls and the installation of paths around the school.
