May establish an environment covenant on groundwater use in lieu of license. Decommissioning activities performed by Colorado School of Mines; CSMRI is insolvent organization.

Financial assurance unavailable via CSMRI; however, School of Mines is major responsible party. Groundwater investigation is incomplete.
