How to Order from SATCOM-II
You have two options to order from SATCOM-II:
With either option, you must use fair opportunity when issuing task orders under SATCOM-II by providing equal consideration to all industry partners.
Your agency competes and awards the task order

1. Develop the statement of work
Your requirement may require one or more of the four service types under SATCOM-II.
SATCOM-II includes services and the equipment necessary to use satellite transport services, including modems, routers, or interfaces to connect the satellite service to your network.
2. Issue the solicitation
Ensure fair opportunity in accordance with the Federal Acquisition Regulation (FAR) part 16.505. You must provide equal consideration for all industry partners on SATCOM-II, unless one of the exceptions cited in FAR 16.505 (b)(2) applies.
To use eBuy to issue the solicitation:
- Go to eBuy
- Select Network Services and Telecommunications under the GSA Technology Contracts listing
- Select SATCOM-II
- Select one or more service types to meet your requirement
All SATCOM-II contract holders will receive notification of each posted RFQ or RFP.

4. Make the award and manage the task order
The task order must include the following information per FAR 16.505 (a)(6):
- Date of order
- SATCOM-II contract number and order number
- Identify contract item number (SATCOM-II contract CLIN, description, quantity, and unit price)
- Delivery or performance schedule
- Place of performance
- Packaging, packing and shipping instructions
- Accounting and appropriation data
- Method of payment and payment office
