Brigadier General Donald J. Stukel is commander of the Air Force Contract Management Division, Air Force Systems Command, Kirtland Air Force Base, N.M.
General Stukel was born in 1937, in Gregory, S.D. Following graduation from Gregory High School, he entered the U.S. Military Academy at West Point, N.Y., and graduated in 1960 with a bachelor's degree and a commission as a second lieutenant in the U.S. Air Force. The general earned a master's degree in electrical engineering from the University of Illinois, Urbana, and a doctorate in physics from the Air Force Institute of Technology, Wright-Patterson Air Force Base, Ohio. He was a distinguished graduate of Squadron Officer School in 1965 and Air Command and Staff College in 1970; both schools are located at Maxwell Air Force Base, Ala. The general completed the Defense Systems Management School at Fort Belvoir, Va., in 1971 and the National War College at Fort Lesley J. McNair, Washington, D.C., in 1978. He is also a 1980 graduate of the Massachusetts Institute of Technology's Sloan School of Advanced Management.
His first assignment was as a reliability manager at the San Bernardino Air Materiel Area, Norton Air Force Base, Calif., in July 1962. From July 1965 to August 1967, he attended the Air Force Institute of Technology and received his doctorate in 1969. The general was then assigned as a research physicist at the Aerospace Research Laboratories at Wright-Patterson Air Force Base in September 1967. In April 1969 he was named deputy director of the Solid States Physics Laboratory there.
Following graduation from the Air Command and Staff College in July 1971, he joined the F-15 System Program Office in the Aeronautical Systems Division at Wright-Patterson Air Force Base as avionics project manager.
In May 1972 General Stukel was selected as a White House fellow. He spent his fellowship year as a special assistant to Dr. Henry Kissinger, the assistant to the president for national security affairs. After his fellowship he was assigned to the staff of the National Security Council in the Executive Office of the President of the United States until June 1974.
The general then transferred to the Electronic Systems Division at Hanscom Air Force Base, Mass., as system program director of the Over-the-Horizon Radar System Program Office. From April 1975 to November 1976, he was system program director for the Iranian National Telecommunications System Program Office and later became assistant deputy for control and communications systems there.
From June 1977 to June 1978, General Stukel attended the National War College. He was then assigned as commander of the Rome Air Development Center at Griffiss Air Force Base, N.Y. In July 1981 General Stukel was briefly assigned as a special assistant to the undersecretary of Defense for policy. Then, in November 1981, he became deputy chief of staff for plans and programs at Headquarters Air Force Systems Command, Andrews Air Force Base, Md. He assumed his present command in January 1983.
General Stukel's military decorations and awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit with two oak leaf clusters, Meritorious Service Medal and Air Force Commendation Medal with oak leaf cluster. He has received the Air Force Association Management Award and the Air Force Research and Development Award.
He was promoted to brigadier general Nov. 10, 1981, with date of rank Oct. 1, 1981.
