Lieutenant General Carl R. Smith is assistant vice chief of staff of the U.S. Air Force, Washington, D.C. He also serves as Air Force representative, U.S. Delegation to the Military Staff Committee, United Nations.
General Smith was born in 1933, in New Holland, Pa., and graduated from Upper Leacock High School in 1951. He received a bachelor of science degree in economics (cum laude) from Franklin and Marshall College, Lancaster, Pa., in 1955 and a master of science degree in business administration from The George Washington University, Washington, D.C., in 1966. The general completed Air Command and Staff College in 1966, Industrial College of the Armed Forces in 1971 and the State Department's Senior Seminar in Foreign Policy in 1976. He was a distinguished graduate of the Air Force Reserve Officer Training Corps program and was the cadet commander of the Air Force Reserve Officer Training Corps detachment at Franklin and Marshall College.
He entered active duty in November 1955 and in January 1956 began navigator training at Harlingen Air Force Base, Texas, where he received his wings and was honor graduate of his class. In January 1957 he entered advanced navigator, reconnaissance and bombardment training at Mather Air Force Base, Calif., in preparation for B-52 combat crew training at Castle Air Force Base, Calif., in August 1957. He was assigned in November 1957 to the 6th Bombardment Wing, Walker Air Force Base, N.M., where he served as a B-52 combat crew navigator, radar navigator and standardization radar navigator.
General Smith transferred to the Bombardment-Navigation Branch of the Directorate of Operations, Headquarters 15th Air Force, March Air Force Base, Calif., in June 1963, as an operations support officer. He entered Air Command and Staff College in August 1965 and upon graduation was assigned to the Directorate of Plans, Headquarters U.S. Air Force, Washington, D.C., as a Joint Chiefs of Staff action officer. He transferred to Tan Son Nhut Air Base, Republic of Vietnam, in June 1970 and flew 106 combat missions as an EC-47 combat crew navigator while also serving as executive officer to the commander, 460th Tactical Reconnaissance Wing.
In July 1971 the general was assigned to Supreme Headquarters Allied Powers Europe, Mons, Belgium, where he served as a planning and programming action officer and deputy branch chief of the Plans Branch, chief of the Nuclear Policy Branch, and executive officer for the assistant chief of staff for plans and policy. General Smith then attended the State Department's Senior Seminar in Foreign Policy and graduated in June 1976.
He transferred to the Directorate of Plans at Air Force headquarters in July 1976 as deputy assistant director of plans for joint and National Security Council matters, and in January 1978 become the assistant director. In April 1978 General Smith was selected by Secretary of Defense Harold Brown to be his military assistant. He was retained in this capacity by Secretary of Defense Caspar W. Weinberger until July 1983, when he assumed command of the Air Force Military Training Center, Lackland Air Force Base, Texas. He assumed his present position in June 1986.
The general is a master navigator with more than 4,000 flying hours, of which more than 2,500 were in B-52s. His military decorations and awards include the Defense Distinguished Service Medal with oak leaf cluster, Legion of Merit with oak leaf cluster, Distinguished Flying Cross, Bronze Star Medal, Meritorious Service Medal, Air Medal with two oak leaf clusters and Air Force Commendation Medal.
He was promoted to lieutenant general June 23, 1986, with same date of rank.
