Major General Charles P. Skipton is commander of the Contract Management Division, Air Force Systems Command, Kirtland Air Force Base, N.M. He is responsible for the administration of major weapons systems acquisition contracts performed by aerospace contractors throughout the United States.
General Skipton was born in 1932, in Marietta, Ohio, where he graduated from high school in 1950. He earned a bachelor of arts degree in political science from Ohio University in 1954. He completed Squadron Officer School in 1961 and the Armed Forces Staff College in 1969.
The general received his commission through the Air Force Reserve Officer Training Corps program and the District of Columbia Air National Guard. He entered the Air National Guard at Lockbourne Air Force Base, Ohio, in March 1955. He graduated from the Air Force Supply Officers Course at Lowry Air Force Base, Colo., in 1956 and returned to Lockbourne as a unit supply officer. From April 1957 to May 1960 he was assigned to Ernest Harmon Air Force Base, Newfoundland, where he served in both wing and base supply functions. General Skipton then was assigned to Westover Air Force Base, Mass., as assistant base supply officer and managed one of the first automated supply accounts in the Air Force.
From August 1963 to August 1966 the general served at Headquarters Strategic Air Command, Offutt Air Force Base, Neb., as a supply systems staff project officer. He was responsible for implementing the Air Force standard base supply computer system at SAC. General Skipton then was assigned to Headquarters Pacific Air Forces, Hickam Air Force Base, Hawaii, as supply systems project officer. He was responsible for the installation and implementation of the standard base supply computer system throughout Southeast Asia. He next attended Armed Forces Staff College, graduating in July 1969.
The general then served as chief, Maintenance and Supply System Branch, and chief, Supply and Services Systems Division, in the Air Force Data Systems Design Center, first in Washington, D.C., and later at Gunter Air Force Station, Ala. He was responsible for procedural and software expansion development, and maintenance of the standard supply computer systems in support of the major command and base-level supply activities throughout the Air Force.
From July 1974 to May 1977 General Skipton served at Ramstein Air Base, West Germany, as director of supply for Headquarters U.S. Air Forces in Europe. His responsibilities included providing supply support for all Air Force activities in Europe. The general then was assigned to Headquarters U.S. Air Force, Washington, D.C., as chief of the Logistics Policy Division, Directorate of Maintenance and Supply. He was responsible for maintenance and supply policy at both depot and base levels throughout the Air Force. In October 1978 he became deputy director for maintenance and supply in the Office of the Deputy Chief of Staff, Logistics and Engineering. He transferred to Kelly Air Force Base, Texas, in August 1981 as vice commander of the San Antonio Air Logistics Center.
In December 1982 he was assigned to Headquarters Air Force Logistics Command, Wright-Patterson Air Force Base, Ohio, as deputy chief of staff for plans and programs. He became deputy chief of staff for materiel management in September 1984. In May 1985 the general returned to the Office of the Deputy Chief of Staff, Logistics and Engineering, as director of logistics plans and programs. In August 1986 he served as assistant deputy chief of staff for logistics and engineering, Air Force headquarters. He assumed his present duties in September 1988.
General Skipton's military decorations and awards include the Distinguished Service Medal, Legion of Merit with two oak leaf clusters, Bronze Star Medal and Air Force Commendation Medal with oak leaf cluster.
He was promoted to major general Aug. 1, 1984, with date of rank Nov. 1, 1980.
