Major General Frank Edwin Rouse is commander of the San Antonio Air Materiel Area, Air Force Logistics Command, Kelly Air Force Base, Texas. His responsibility includes worldwide logistic management of Air Force aircraft and systems; all intercontinental ballistic missile reentry vehicles; airborne propulsion units; and stock items. SAAMA is a maintenance facility which overhauls B-52 bombers, turboprop engines, and other aerospace equipment in support of the U.S. Air Force.
General Rouse was born in Pullman, Wash., in 1911. He graduated from Washington State University at Pullman in June 1932 and was commissioned a second lieutenant in the Infantry Reserve in June 1933. He enlisted as an aviation cadet in Boston, Mass., and graduated from Flying School at Kelly Field, Texas, in February 1935. He was then assigned to the 17th Pursuit Squadron, First Pursuit Group at Selfridge Field, Mich., as a flying cadet, receiving his commission as a second lieutenant, Air Corps Reserve, at that station in February 1936.
In March 1938 General Rouse was transferred to Randolph Field, Texas, where he served in a variety of capacities ranging from flying instructor to group commander. Following an assignment to Headquarters Gulf Training Center, also at Randolph, General Rouse was transferred to Headquarters Army Air Forces, Washington, D.C., in February 1943, where he served in the Office of the Assistant Chief of Air Staff, Training.
In December 1943 he was assigned as commander of the 5th Fighter Group of the Chinese-American Composite Wing, with headquarters in Karachi, India. General Rouse took the Group to Chikiang, China, where he served until late 1944, completing 38 combat missions with a total of 150 combat flying hours.
He next was reassigned to the Army Air Forces Staff in Washington, D.C. In 1946, upon completion of the Command and General Staff School, Fort Leavenworth, Kan., the general was transferred to Maxwell Field, Ala., as an instructor in the Air Command and Staff School. The following year he attended the Air War College at Maxwell Field.
In July 1948 General Rouse was assigned to the Joint U.S. Military Aid Group to Greece where he served as deputy in the Air Section and later as chief of the U.S. Air Force Group, Athens, Greece. He returned to Washington, D.C., in 1951, attended the National War College, and then was assigned to Headquarters U.S. Air Force, chief of the Analysis Division, Office of the Assistant for Programming, Deputy Chief of Staff, Operations, and later was named deputy assistant for programming.
General Rouse assumed command of the 27th Air Division at Norton Air Force Base, Calif., in October 1956. He was transferred in July 1958 to Headquarters Air Defense Command, Ent Air Force Base, Colo., where he was assigned as assistant deputy for operations, then as deputy for materiel; and served two years as deputy chief of staff, Materiel. In August 1962 he became chief, Military Assistance Advisory Group, Belgium-Luxembourg, Brussels, Belgium, and a year later was assigned as Director, J-4 (Logistics) at Headquarters U.S. European Command, Camp des Loges, France.
In July 1965 he was assigned as commander of the San Antonio Air Materiel Area at Kelly Air Force Base, Texas.
General Rouse has more than 5,500 flying hours in various types of aircraft, is a qualified parachutist, and wears the Missile Badge. His decorations include the Legion of Merit with three oak leaf clusters, Distinguished Flying Cross, Air Medal, Special Breast Order of Pao Ting (Chinese), and the Royal Order of Phoenix (Greece).
