Brigadier General Billy F. Rogers is deputy director of personnel plans, Deputy Chief of Staff, Personnel, Headquarters U.S. Air Force.
General Rogers was born in 1925, in Grubbs, Ark., where he graduated from high school in 1942. He has a bachelor of arts degree in social science from Arkansas State University, 1950, a master of science degree in business administration from Florida State University, 1960.
During World War II in September 1943, he enlisted in the U.S. Army Air Corps. He served in the European Theater of Operations and flew on 29 combat missions in Italy as a tail gunner on B-17 aircraft. He was discharged following the end of the war. He then attended Arkansas State University and received his bachelor of arts degree in 1950.
During the Korean War in November 1950, he entered the Air Force and graduated from Officer Candidate School as a second lieutenant in June 1951. He entered pilot training in February 1952 and was awarded his pilot wings in May 1953. General Rogers then was assigned to a number of flying positions as a troop carrier pilot and bomber pilot. In August 1954 he became a student at the Air Command and Staff School, Maxwell Air Force Base, Ala., and graduated in 1955.
General Rogers was transferred to Japan and his next assignments were as a B-26 pilot at Johnson Air Base, in October 1955, and administrative assistant and aide-de-camp to the deputy chief of staff, Intelligence, Far East Command, in July 1956. He was sent to Kadena Air Base, Okinawa, in July 1957 as personnel officer and fighter pilot for the 336th Fighter Day Squadron. He returned to the United States in March 1958 to serve as an instructor in the USAF Air Ground Operations School at Keesler Air Force Base, Miss.
In September 1959 General Rogers entered Florida State University and received a master of science degree in business administration in 1960. He next was assigned to Tactical Air Command at Langley Air Force Base, Va., in September 1960, and became assistant chief, Command Briefing Directorate, Office of Information.
General Rogers entered the Royal Air Force Staff College at Bracknell, England, in January 1963 and after graduation in January 1964 was assigned to Headquarters Seventeenth Air Force, Ramstein Air Base, Germany, and served as executive officer for the Deputy Chief of Staff for Operations. He was transferred to U.S. Strike Command, at MacDill Air Force Base, Fla., in July 1965 as aide-de-camp and Air Force military assistant to the commander in chief.
In August 1967 General Rogers went to the Republic of Vietnam and became commander of the 558th Tactical Fighter Squadron at Cam Ranh Bay Air Base, and flew 83 combat missions in the F-4. The following year he assumed duties as deputy chief and later as chief of the Systems Development Division at the Military Personnel Center, Randolph Air Force Base, Texas. General Rogers next attended the National War College, Fort McNair, Washington, D.C., from which he graduated in 1970.
He was transferred to Germany in July 1970 where he served as vice commander of the 36th Tactical Fighter Wing at Bitburg Air Base and five months later assumed command of the 50th Tactical Fighter Wing at Hahn Air Base. He returned to Bitburg in October 1971 to command the 36th Tactical Fighter Wing.
In June 1972 General Rogers became deputy director of personnel plans in the Office of the Deputy Chief of Staff, Personnel, Headquarters U.S. Air Force.
General Rogers is a command pilot with more than 4,500 flying hours. His military decorations and awards include the Legion of Merit, Distinguished Flying Cross, Bronze Star Medal, Air Medal with six oak leaf clusters, Joint Service Commendation Medal, and the Air Force Commendation Medal with oak leaf cluster.
He was promoted to the grade of brigadier general effective Feb. 1, 1973, with date of rank Jan. 25, 1973.
