Brigadier General James C. Roan Jr. is the staff judge advocate, Headquarters Air Force Materiel Command, and commander, Air Force Contract Law Center, Wright-Patterson Air Force Base, Ohio.

General Roan was born in St. Louis, and graduated from Cleveland High School in 1954. He earned a bachelor of science degree in business administration in 1960 and a juris doctor degree in 1963, both from Washington University. He was admitted to practice law in Missouri in 1960. The general completed Squadron Officer School in 1964, and Air Command and Staff College in 1972.

He was commissioned as a first lieutenant in September 1960 and served as assistant staff judge advocate at Headquarters Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., until 1965. His next assignment was as staff judge advocate to the U.S. Air Forces in Europe Procurement Center, Wiesbaden Air Base, West Germany, until 1968.

From June 1968 until February 1970, while on non-active duty status, he was manager of new business contracts at McDonnell-Douglas Astronautics Co., St. Louis. On return to active duty he was assigned as assistant staff judge advocate to Headquarters Air Force Systems Command, Andrews Air Force Base, Md., until August 1971. After attending Air Command and Staff College, he returned in June 1972 to continue in this assignment.

In July 1976 General Roan was assigned as staff judge advocate to the 48th Tactical Fighter Wing, Royal Air Force Station Lakenheath, England. He then was assigned as deputy staff judge advocate, and in May 1980, became the staff judge advocate of AFSC's Space Division, Los Angeles Air Force Station, Calif. In July 1982 he was transferred to Headquarters Air Force Logistics Command, Wright-Patterson Air Force Base, as director of contract law. He returned to AFSC headquarters in July 1985 to serve as deputy staff judge advocate. From February 1987 until May 1990 he was staff judge advocate at Electronic Systems Division, Hanscom Air Force Base, Mass. General Roan again was assigned to AFSC headquarters as staff judge advocate. He became the staff judge advocate to AFLC in September 1991. He assumed his current position in July 1992.

The general's military awards and decorations include the Legion of Merit with oak leaf cluster, Meritorious Service Medal with two oak leaf clusters and Air Force Commendation Medal. He received the Air Force Association's Stuart R. Reichart Award as the Outstanding Senior Attorney in the Air Force in 1988.

He was promoted to brigadier general July 1, 1990, with same date of rank.
