Major General Graham W. Rider is deputy chief of staff for acquisition logistics, Headquarters Air Force Systems Command, Andrews Air Force Base, Md.
General Rider was born in 1930, in Uniontown, Pa. He is a 1952 graduate of the U.S. Military Academy, West Point, N.Y., and a 1966 graduate of the Air Force Institute of Technology at Wright-Patterson Air Force Base, Ohio, with a master's degree in logistics management. In 1970 he earned his doctorate in business administration from Arizona State University at Tempe. The general completed Squadron Officer School at Maxwell Air Force Base, Ala., in 1959 and the National Security Management Course of the Industrial College of the Armed Forces at Fort Lesley J. McNair, Washington, D.C., in 1971.
Much of his early Air Force career was as an air electronics officer, and he served in progressively more responsible positions with both the Alaskan Air Command and Air Defense Command. From 1960 to 1962, he was assigned as an air electronics adviser to the Iranian air force in Tehran, Iran. In October 1962 he moved to Headquarters Air Defense Command at Ent Air Force Base, Colo., where he worked as an avionics policy officer in personnel plans and programs.
He was assigned to the Air Force Institute of Technology as a student in 1965. Following graduation he remained as a staff officer and was subsequently assigned to work on his doctoral program. When he was awarded his doctorate, he returned to the Air Force Institute of Technology as an assistant professor in the field of logistics management studies. Later he became an associate professor and chairman of the management studies department.
In January 1973 he was assigned to the San Antonio Air Materiel Area at Kelly Air Force Base, Texas, as director of plans and programs. A year later he was named director of distribution. While at Kelly he headed project Peace Log, a logistics program designed to create an Iranian air force depot logistics organization and management system. In 1975 he become commander of San Antonio Air Logistics Center's Detachment 30 in Tehran and program manager of Peace Log.
The general returned to Wright-Patterson Air Force Base in June 1978 as commander of Air Force Logistics Command's International Logistics Center. In September 1981 General Rider became co-director of the U.S. and Spanish Combined Military Coordination and Planning Staff in Madrid, Spain. He was responsible for developing combined plans to defend Spanish Territory in the event of a general attack on Western Europe. He assumed his present duties in August 1982.
His military decorations and awards include the Distinguished Service Medal, Legion of Merit with oak leaf cluster, Defense Meritorious Service Medal, Meritorious Service Medal, Air Force Commendation Medal, and Spain's highest peacetime decoration, the Grand Cross of Aeronautical Merit.
He was promoted to major general July 1, 1981, with date of rank Sept. 1, 1977.
