Brig. Gen. Timothy M. Ray is the Director, Operational Planning, Policy and Strategy, Deputy Chief of Staff, Operations, Plans and Requirements, Headquarters U.S. Air Force, Washington, D.C. He is responsible for the development and integration of operational strategies, organizational concepts, policies and plans supporting all elements of aerospace power employment. His directorate's eight divisions orchestrate Air Force participation in joint and regional war and mobilization planning communities; operator and warfighter talks with allies and sister services; strategic planning for missile defense; combating weapons of mass destruction; and compliance with international agreements. Gen Ray supervises the Air Force's concept of operations development as well as its interface with Joint Staff and National Security Council issues. His responsibilities cross multiple functional countries to include interpretation of national defense guidance for use in directing the Air Force's capabilities-based planning process.

General Ray received his commission from the U.S. Air Force Academy in 1985. He completed undergraduate pilot training and has held operational flying assignments in the T-38 and B-52, serving as an instructor, evaluator pilot and squadron commander. He has also flown the B-1 and commanded the 7th Bomb Wing at Dyess AFB, Texas. General Ray served with the U.S. Strategic Command as Deputy Chief of the Aircraft Team, and with U.S. Forces Korea as the Chief of Training, Readiness, Exercise and Noncombatant Evacuation Operations Division. Gen Ray also served as Deputy Director of Air and Space Operations, Headquarters Air Combat Command, Langley AFB, Va. General Ray was the Director of Operations, Air Force Global Strike Command, Barksdale AFB, La. Prior to his current assignment, he was Commanding General, NATO Air Training Command - Afghanistan, NATO Training Mission - Afghanistan/Combined Security Transition Command - Afghanistan and Commander, 438th Air Expeditionary Wing, Kabul, Afghanistan.
