Major General Joseph D. Moore is commander of Lowry Technical Training Center, Lowry Air Force Base, Colo. The center conducts technical training in avionics, space operations, munitions, air intelligence, logistics and audiovisual fields for members of all the services, Air National Guard, Air Force Reserve, federal civilian employees and foreign students from 29 countries.
General Moore was born in 1934, in Spartanburg, S.C., and graduated from Bolton High School in Alexandria, La., in 1952. He attended Louisiana State University before enlisting in the Air Force as an aviation cadet. He later attended the University of Omaha under Operation Bootstrap and graduated with a bachelor of science degree in 1965. The general received a master's degree in international affairs from The George Washington University, Washington, D.C., in 1971. He completed the Air Command and Staff College, Maxwell Air Force Base, Ala., in 1967 and the National War College, Fort Lesley J. McNair, Washington, D.C., in 1971. In August 1980 General Moore attended the seminar on national and international security at Harvard University.
He entered the Air Force in February 1955, was a distinguished graduate from the aviation cadet program in June 1956 and received his pilot wings and regular commission at the same time. Between 1956 and 1960, he served as a basic flying instructor at Laredo Air Force Base, Texas, and as an F-86F gunnery instructor at Williams Air Force Base, Ariz. In March 1960 he transferred to the 81st Tactical Fighter Wing at Royal Air Force Station Bentwaters, England, where he flew F-101s.
Upon returning from England in July 1963, he was assigned to the 4453rd Combat Crew Training Squadron at MacDill Air Force Base, Fla., as one of the initial cadre of F-4 instructors. He accepted and delivered the Air Force's first F-4C while on this assignment. General Moore was part of the advance group which prepared for the 4453rd's move from MacDill Air Force Base to Davis-Monthan Air Force Base, Ariz., in July 1964, where it became a wing. While at Davis-Monthan he attended the U.S. Air Force Tactical Fighter Weapons School's first F-4 course at Nellis Air Force Base, Nev. Subsequently he developed Tactical Air Command's original F-4 Replacement Training Unit program.
The general was assigned to the 8th Tactical Fighter Wing "Wolf Pack" at Ubon Royal Thai Air Force Base, Thailand, in June 1967 where he flew 135 combat missions in F-4s including 100 missions over North Vietnam, 53 of them around Hanoi. Following his tour of duty at Ubon, General Moore was selected to be commander-leader of the U.S. Air Force Air Demonstration Squadron, "Thunderbirds," stationed at Nellis Air Force Base. He planned and guided the team's successful conversion from F-100s to F-4s in 1969.
From August 1971 to July 1973, he was assigned to the Office of the Deputy Chief of Staff for Research and Development, Headquarters U.S. Air Force, Washington, D.C., serving first as deputy chief then chief of the Tactical Division. He later became deputy director for general purpose forces.
General Moore transferred to Myrtle Beach Air Force Base, S.C., as deputy commander for operations and then vice commander of the 354th Tactical Fighter Wing. During this assignment he was deployed on temporary duty to Korat Royal Thai Air Force Base, Thailand, with two squadrons of A-7D's. He led the last redeployment of Tactical Air Command's A-7D's from Southeast Asia to the United States in May 1974.
He became chief of safety for Tactical Air Command, Langley Air Force Base, Va., in April 1975. Subsequently he assumed command of the 4500th Air Base Wing at Langley in January 1976. General Moore become chief of staff, 9th Air Force, Shaw Air Force Base, S.C., in January 1977 and served in that position until assuming command of the 27th Tactical Fighter Wing, Cannon Air Force Base, N.M., in November 1977. While commanding the 27th Tactical Fighter Wing, General Moore led the first deployment of F-111D's overseas.
In May 1979 he was named deputy commander of 5th Allied Tactical Air Force (North Atlantic Treaty Organization), in Vicenza, Italy. He became assistant deputy chief of staff for operations at U.S. Air Forces in Europe at Ramstein Air Base, Germany, in July 1981 and in October 1981 General Moore was named the command's deputy chief of staff for operations. In July 1982 he became commander of Chanute Technical Training Center, Chanute Air Force Base, Ill. He assumed his present command in August 1985.
The general is a command pilot with more than 5,900 hours in tactical fighters. He has flown more than 30 different military aircraft. His military decorations and awards include the Silver Star, Defense Superior Service Medal, Legion of Merit with oak leaf cluster, Distinguished Flying Cross with two oak leaf clusters, Bronze Star Medal, Meritorious Service Medal with oak leaf cluster, Air Medal with 12 oak leaf clusters, Air Force Commendation Medal, Combat Readiness Medal and others.
He was promoted to major general July 1, 1982, with date of rank Dec. 1, 1978.
