Maj Gen James K. "Kevin" McLaughlin is Director, Space Operations, Deputy Chief of Staff for Operations, Plans and Requirements, Headquarters U.S. Air Force, Washington, D.C. He provides senior Air Force leaders and Air Force major commands vision, expertise, and staff support to fully integrate and synchronize space capabilities across the spectrum of conflict. General McLaughlin is responsible for establishing and advocating policy, guidance, and resources for space operations; and managing all Air Force space career fields.

General McLaughlin entered the Air Force after graduating from the U.S. Air Force Academy in 1983. He has served in a variety of space operations and staff positions in the Office of the Secretary of Defense and National Reconnaissance Office as well as Headquarters U.S. Air Force. He has been a mission-ready crew member in the Space Defense Operations Center, Titan IV, Global Positioning System, and Defense Satellite Communications System weapon systems, and has been both an instructor and evaluator.

He served as a professional staff member on the Commission to Assess National Security Space Management and Organization chaired by Secretary of Defense Donald Rumsfeld. In 2005, he deployed to Southwest Asia as Director of Space Forces for operations Enduring Freedom and Iraqi Freedom. He has commanded at the squadron, group and wing levels and was the first Director of the Joint Operationally Responsive Space Office.
