James Presnall Newberry was born in Yoakum, Texas, in 1905. He graduated from high school at San Antonio, Texas in 1923 and attended Texas A&M College from 1924 to 1929.
In October 1928, Newberry was appointed an aviation cadet and entered Primary Flying School at Brooks Field, Texas. He graduated from advanced Flying School at Kelly Field, Texas, Oct. 12, 1929 and was commissioned a second lieutenant in the Air Corps Reserve. He then served successively at Dodd and Brooks fields Texas, and graduated from the Air Corps Technical School Armament Course at Chanute Field, Ill., in 1933; returned to Brooks Field; and in 1937 became a flying instructor at Randolph Field, Texas. Entering the Air Corps Tactical School at Maxwell Field, Ala., in January 1940, he graduated that March and was appointed chief of the Supply Materiel Division in the Office of the Chief of the Air Corps at Washington, D.C.
Joining the Air Service Command in January 1942, Lieutenant Colonel Newberry was chief of the Supply Division at ASC headquarters in Washington D.C. That August he moved to Atlanta, Ga., as assistant chief of staff for Supply at Third Air Service Area Command headquarters, ASC, and in March 1943 he was appointed chief of supply control at ASC headquarters, Patterson Field, Ohio. Going to Burtonwood, England in January 1944, he was director of Supply, ASC, returning to Air Corps headquarters in June 1945 as assistant director of Supply, Maintenance and Services, and becoming executive to the assistant chief of staff for Operations at Air Materiel Command headquarters in July 1946.
Entering the Air War College at Maxwell Field, Ala., in August 1947, Colonel Newberry graduated the following June. He then joined the Caribbean Air Command in the Panama Canal Zone as deputy chief of staff for materiel, assuming command of the Panama Air Depot in May 1949. That November he was appointed director of the Logistics Staff Officer Course, Air Command and Staff School, at Craig Air Force Base, Selma, Ala. In December 1950 he moved the Logistics Course to Maxwell Air Force Base, and was chief of the Logistics Division at the Air Command and Staff School, assuming command of Maxwell Air Force Base in June 1952.
Reassigned to Air Force headquarters in April 1953, Colonel Newberry was deputy assistant for Logistics Plans in the Office of the Deputy Chief of Staff for Materiel, becoming assistant for Logistics Plans in June 1954. He was promoted to brigadier general (temporary) in July 1954.
He became deputy chief of staff for materiel, U.S. Air Forces in Europe, headquarters in Wiesbaden, Germany, July 23, 1957.

His is rated a command pilot.
General Newberry suffered two broken ankles in a plane crash in 1931. He was flying a 019 Thomas Morris aircraft and was participating in gunnery practice near Port Lavaca, Texas, when the mishap occurred.
