Mr. Kenneth E. Bray, a Defense Intelligence Senior Leader, is the Technical Adviser, Intelligence Programs and Budget, to the Director of Intelligence, Surveillance and Reconnaissance Programs, Deputy Chief of Staff for Intelligence, Surveillance and Reconnaissance, Headquarters U.S. Air Force, Washington, D.C. The directorate is the Air Force lead for resource management of Air Force ISR capabilities. He is the technical adviser for sensor development, operational employment, force allocation and resource prioritization across the entire spectrum of ISR programs to include imagery, signals intelligence, and network-centric operations. His responsibilities include oversight of Air Force airborne ISR assets and associated resources to include: RC-135 V/W Rivet Joint, RC-135U Combat Sent, RC-135S Cobra Ball, U-2S Dragon Lady, MQ-1/9 Predator, RQ-4 Global Hawk and Distributed Common Ground System.

Mr. Bray, a native of New Bern, N.C., entered the Air Force in May 1981 after graduating from the U.S. Air Force Academy. He received his pilot wings in June 1982 and flew as a T-37 instructor pilot. Mr. Bray was later selected as a U-2/TR-1 pilot and flew operational and combat missions in the European and Central Command theaters. Other assignments included tours with Strategic Air Command, Air Combat Command and the Office of the Assistant Secretary of the Air Force for Acquisition. Mr. Bray retired from military service in June 2001. Prior to his current assignment, he was a systems engineer for the Scitor Corporation, providing subject-matter expert support for various airborne and space ISR acquisition programs.
