Brigadier General E. Parke Hinman III is director, Secretary of the Air Force Personnel Council, Office of the Secretary of the Air Force, Washington, D.C.
General Hinman was born in 1939, in White Swan, Wash., and graduated from White Swan High School in 1957. He attended Washington State University, and earned a bachelor of science degree in 1964 from the U.S. Air Force Academy, along with the Outstanding Athlete Award. He earned a master's degree in public administration from Auburn University in 1974. The general completed Squadron Officer School as a distinguished graduate in 1968, Air Command and Staff College in 1974, and Air War College in 1981.
Upon graduation from the academy in June 1964, he received his commission and entered undergraduate pilot training at Vance Air Force Base, Okla. From August 1965 to July 1969 General Hinman was assigned to the 3640th Pilot Training Squadron, Laredo Air Force Base, Texas, as a T-37 instructor pilot and check pilot. He then served as a forward air controller in 0-1 and U-17 aircraft in Southeast Asia. A major portion of his combat tour was spent at Binh Thuy Air Base, South Vietnam, flying and working with the Vietnamese air force.
Returning to the United States in July 1970, General Hinman was assigned to Squadron Officer School, Maxwell Air Force Base, Ala., as section commander and deputy wing chief. During this period he also served as an aircraft commander in T-29s and C-131s. From November 1974 to August 1976 he was assigned to Webb Air Force Base, Texas, as a T-37 squadron section commander and chief of the wing Standardization and Evaluation Division. He then transferred to Randolph Air Force Base, Texas, joined the Air Training Command standardization and evaluation team as T-37 section chief, and later served as chief of the Jet Division.
In May 1978 the general was assigned to Sheppard Air Force Base, Texas, and assumed command of the 80th Student Squadron, and, later, the 90th Flying Training Squadron, where he flew T-38s. From August 1980 to May 1981 General Hinman attended Air War College at Maxwell Air Force Base. After graduation he was assigned to Officer Training School, Lackland Air Force Base, Texas, as group commander and, later, as deputy commander for military training. He became vice commander in May 1982.
From January 1983 to March 1984 General Hinman was commander of the 3504th U.S. Air Force Recruiting Group, Lackland Air Force Base. He then was assigned to Vance Air Force Base, Okla., as commander of the 71st Flying Training Wing. In June 1986 he became commandant of Squadron Officer School, Maxwell Air Force Base. He assumed his current position in September 1989.
The general is a command pilot with more than 4,200 flying hours, including 355 combat missions in Southeast Asia. His military awards and decorations include the Legion of Merit with oak leaf cluster, Distinguished Flying Cross, Bronze Star Medal, Meritorious Service Medal with three oak leaf clusters, Air Medal with seven oak leaf clusters, and Air Force Commendation Medal. General Hinman has also been awarded pilot wings by the air forces of South Vietnam and the Federal Republic of Germany.
He was promoted to brigadier general Sept. 1, 1988, with same date of rank.
