Major General Titus C. Hall is commander of the Lowry Technical Training Center, Lowry Air Force Base, Colo.
General Hall was born in 1928, in Pflugerville, Texas, and graduated from I.M. Terrell High School, Fort Worth, Texas, in 1944. He received a bachelor of science degree in electrical engineering from Tuskegee (Ala.) Institute in 1952 and was a distinguished graduate of the Reserve Officers, Training Corps program. He also earned a master's degree in systems engineering management from the University of Southern California, Los Angeles, in 1971.
He entered active duty with the U.S. Air Force in March 1952. After completing communications officers training at Scott Air Force Base, Ill., in June 1953, General Hall was assigned as a communications intelligence operations officer with the U.S. Air Force Security Service in Japan, serving at Johnson and Shirai air bases.
The general attended basic navigator flying school at Ellington Air Force Base, Texas, and advanced bombing and navigation school at Mather Air Force Base, Calif., from March 1956 to January 1958. General Hall spent the next six years with Strategic Air Command units at Davis-Monthan Air Force Base, Ariz., flying B-47s. He flew frequent missions to Guam and Alaska.
In June 1964 he was assigned to the Space Systems Division, with headquarters in Los Angeles, as the satellite range instrumentation support officer. General Hall later served as commander of the Kodiak Satellite Tracking Station in Alaska, and returned to Los Angeles in March 1969 as executive officer to the commander of the Space and Missile Systems Organization, now the Air Force Space Division.
Following graduation from the University of Southern California, he was assigned to Da Nang Air Base, Republic of Vietnam, in January 1971, and flew EC-47s in Southeast Asia for a year.
General Hall became chief avionics engineer for the B-1 strategic manned bomber at Headquarters Aeronautical Systems Division, Wright-Patterson Air Force Base, Ohio, in March 1972. Two years later, after the design and test of the B-1 avionics suite, he became systems program director of the division's Avionics Program Office. He was later designated the assistant deputy for the Reconnaissance/Strike/Electronic Warfare System Program Office.
In April 1975 General Hall became vice commander of the 2750th Air Base Wing, Wright-Patterson Air Force Base and assumed command of the wing in January 1976. In January 1977 he was appointed director of materiel management, San Antonio Air Logistics Center at Kelly Air Force Base, Texas.
The general became deputy for systems, now reconnaissance and electronic warfare systems, Headquarters Aeronautical Systems Division, Wright-Patterson Air Force Base, in July 1978. He assumed his present command in May 1981.
He is a master navigator with 4,000 flying hours in FB-111s, EF-111s, F-4G Wild Weasels and U.S. Navy A-7D's. His military decorations and awards include the Distinguished Service Medal, Legion of Merit, Distinguished Flying Cross, Bronze Star Medal, Meritorious Service Medal with oak leaf cluster and Air Medal with two oak leaf clusters.
General Hall is a member of Tau Beta Pi Engineering Honor Society. He was initiated into Delta Rho Lambda Chapter (San Antonio, Texas) of Alpha Phi Alpha International Fraternity in 1956. He is a 33rd-degree Mason.
He was promoted to major general July 1, 1981, with date of rank Sept. 1, 1977.
