Brigadier General James E. "Woody" Haywood is the Director, Air Force Security Assistance and Cooperation Directorate, Wright-Patterson Air Force Base, Ohio. He leads a directorate charged with providing security assistance and cooperation to international partners via Foreign Military Sales. As Director, General Haywood is Headquarters Air Force Materiel Command' focal point for administering the Air Force's $126.4 billion security assistance budget supporting Foreign Military Sales to 102 countries, operating more than 6,700 aircraft and other weapon systems. He develops and executes international agreements and manages the command's international affairs and all foreign disclosure policies.

General Haywood was commissioned in 1983 through the ROTC program at Carnegie-Mellon University. His career has included a wide variety of system acquisition and operational planning assignments involving space, missile and aircraft systems. Prior to assuming his current position, General Haywood was the Commander, Air Force Security Assistance Center, HQ AFMC, Wright-Patterson AFB, Ohio.
