JOB SUMMARY:

The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development, and environmental reviews and studies.

The incumbent serves as Chief of the Leasing Section in the Alaska Outer Continental Shelf (OCS) Region. The Section is responsible for administration of all documents and activity pertaining to Alaska OCS oil and gas lease sales.

 

GS-14 is the full performance level.

This is a permanent position.

This position is located in Anchorage, AK

Major duties include, but are not limited to the following: 

 

Serves as Chief of the Leasing Section with responsibility for the full range of supervisory duties for a staff of professional and technical employees. This responsibility includes, but is not limited to, assigning work; evaluating performance; effecting disciplinary actions; and identifying and providing developmental opportunities.

Assists in developing the 5-year plan for Outer Continental Shelf lease sales, including identifying potential conflicts and boundary issues, and coordinates with the State of Alaska, federal agencies, and local stakeholders concerning mineral lease sales. 

 

Conducts oil and gas lease sales, including statistical analysis of sales, reports, and financial and budget data.

 

Analyzes new or proposed legislation and advises management on program impact. 

 

Prepares the Decision Document which includes an in-depth analysis of legal, environmental, economic, social, technological, and policy issues.

To qualify for the GS-14, you must possess one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through federal service. 

Specialized experience is defined as: 1) conducting mineral lease sales including preparation of lease documents and adjudicating actions related to lease sales and property rights; 2) utilizing the Outer Continental Shelf Lands Act (OCSLA) and the National Environmental Policy Act (NEPA) and their amendments to complete offshore leasing processes; and 3) serving in a supervisory, team lead, or senior role providing guidance to junior staff.

Education: If this position requires specific educational course work to qualify, or you are qualifying based in whole or part on education, you are required to provide transcripts as proof of meeting the requirements. Failure to provide the documents will result in you receiving an ineligible rating.
