DESCRIPTION
The National Science Foundation intends to procure Labor Relations Strategy services.
The Office of Information and Resource Management (OIRM), Labor Relations Office is seeking to secure the contract services of a professional to develop, implement, negotiate, monitor and solve Labor Relations issues in an effort to expedite the review of union and management proposals for the Foundation.
The purpose of this contract is to secure Labor Relations consultant services through an individual with extensive Labor Relations background. The contractor shall be responsible for assisting the LRO with reaching its Program goals and accomplishing the mission of the agency by reviewing union and management proposals, making recommendations, researching, analyzing, guiding, strategizing, and providing options and support to fulfill all obligations under the Federal Service Labor-Management Relations Statute.
The contractor's responsibilities include legal research, advice, guidance and counsel on matters concerning past, current and future bargaining unit issues. When applicable, the contractor shall also assist with all aspects of negotiations. The contractor shall assist the LRO with the research, analysis and provide guidance and strategies and supported recommendations and options to assist the National Science Foundation on Labor Relations issues to include, but not limited to, term and mid-term negotiating to achieve the best possible contract.
