GENTEXT/REMARKS/1.  PURPOSE.  TO PROMULGATE IMA AUTHORIZED MANNING (AM) LEVELS, EFFECTIVE 01 OCT 2012, AND UPDATE BILLET ADVERTISING REQUIREMENTS AND PROCEDURES.

3.  BACKGROUND 
    A.  FY13 IMA (AM) HAS BEEN SET TO 3117 MARINES, 1714 OFF/1403 ENL BASED ON SELECTED RESERVE END-STRENGTH MODELING, RESULTING IN A REDUCTION OF 105 FROM FY12 (AM).  FY12 AM UNDER-EXECUTED BY 364.  DIR RA HAS DISTRIBUTED FY13 (AM), AS DETAILED IN PARAGRAPH 4.B BELOW.  THE FOLLOWING METHODOLOGY WAS USED TO APPLY FY13 (AM) TO COMMANDS CONTAINING IMA STRUCTURE.  RA  ANALYZED END OF FY12 IMA ON-HAND STAFFING (OFF/ENL/TTL) (1684/1174/2858)
        (1) COMMANDS UNDER-EXECUTING AT END OF FY12 LOST 50 PERCENT OF THEIR UNUSED (AM).
        (2) COMMANDS PREVIOUSLY APPROVED TO OVER-EXECUTE WERE ALLOCATED ADDITIONAL (AM) TO ACCOMATED ALL ON-HAND STAFFING.
    B.  HISTORICALLY, AUTHORIZED COMMANDS HAVE BEEN PERMITTED TO TEMPORARILY EXCEED THEIR MANNING CONTROLS TO ACCOUNT FOR TURNOVER, UNPLANNED LOSSES, AND THE CYCLICAL NATURE OF RESERVE MANPOWER.  THIS AUTHORIZATION REMAINS UNCHANGED AND IS FORMALIZED BELOW IN PARAGRAPH 4A.1.
4.  ACTION
    A.  COMMANDS AUTHORIZED IMA STRUCTURE.
        (1) MUST CONTINUE TO ADVERTISE ALL BILLET VACANCIES AND PROJECTED LOSSES, TO AT LEAST 110 PERCENT OF THEIR AUTHORIZED MANNING (AM) CONTAINED IN THIS MARADMIN, BY PROVIDING A MONTHLY LIST OF OPEN BILLET IDENTIFICATION CODES (BICS) TARGETED FOR HIRING AND THOSE BICS PROJECTED AS A LOSS WITHIN THE NEXT 6 MONTHS, TO THE IMA PROGRAM MANAGER NO LATER THAN THE SECOND WEDNESDAY OF EACH MONTH.  ACCEPTABLE FORMAT IS AN EXCEL FILE WITH THREE COLUMNS LABELED BIC, PLTCDE, AND REMARKS.  THE REMARKS ARE LIMITED TO 50 CHARACTERS (SPACING AND SPECIAL CHARACTERS INCLUDED), AND SHOULD PROVIDE INFORMATION SPECIFIC TO THE BIC, E.G. LOCAL COMMUTING DISTANCE ONLY, MOBILIZATION ONLY, ETC.  AUTHORIZED COMMANDS ARE ENCOURAGED TO CONTINUE COMMUNICATING DIRECTLY WITH THEIR LOCAL PRIOR SERVICE RECRUITER.  AUTHORIZED COMMANDS WHERE ADVERTISED BICS AND CURRENT STAFFING DO NOT TOTAL AT LEAST 110 PERCENT OF THEIR AM MAY HAVE THEIR EXCESS (AM) REDISTRIBUTED TO OTHER AUTHORIZED COMMANDS OR EMERGING REQUIREMENTS.  (AM) REDISTRIBUTION FoR AUTHORIZED COMMANDS FAILING TO ADVERTISE BICS IN ACCORDANCE WITH THIS MARADMIN WILL BEGIN ON 01 NOVEMBER 2012.
        (2) MUST ENSURE ANY ERRORS IN ADVERTISING OR STAFFING ARE IMMEDIATELY REPORTED TO THE IMA PROGRAM MANAGER.  ALL ADVERTISED BICS AND CURRENT STAFFING, AS INDICATED ON THE IMA BIC REPORT, WILL CONTINUE TO BE DISSEMINATED DIRECTLY TO MARINE CORPS RECRUITING COMMAND (MCRC) AND AUTHORIZED COMMANDS ON A WEEKLY BASIS.
        (3) MAY NOT DENY NEW JOINS TO THEIR UNITS SOLELY BASED ON THEIR STAFFING LEVEL, UNLESS THEIR UNIT CURRENTLY EXCEEDS 110 PERCENT OF (AM).
        (4) MUST IDENTIFY REQUIREMENTS BEYOND THE (AM) CONTAINED IN THIS MARADMIN, IN WRITING TO CMC(RAM) VIA THE IMA PROGRAM MANAGER SMB ACCOUNT AT: SMB UNDERSCORE IMA@USMC.MIL.  SIMILARLY, AUTHORIZED COMMANDS DESIRING TO MAINTAIN AN AVERAGE IMA STRENGTH LESS THAN 100 PERCENT OF (AM) MUST IDENTIFY THIS IN WRITING TO CMC(RAM) FOR REDISTRIBUTION.  CMC(RAM) WILL REVIEW PROGRAM REQUIREMENTS AND REALLOCATE UNUSED AM AS THE NEEDS OF THE MARINE CORPS DICTATE, BASED ON IMA PROGRAM PRIORITIES IN ACCORDANCE WITH REFERENCE B.
        (5) MUST ENSURE ONLY ONE MARINE IS ASSIGNED PER BIC.  EXCEPT IN THE CASE OF TURNOVER, NOT TO EXCEED 90 DAYS.
        (6) USE THE PROVISIONAL IMA PROGRAM (PIP) WHEN ANTICIPATED MOBILIZATION REQUIREMENTS EXCEED 110 PERCENT OF (AM), UPON AUTHORIZATION OF CMC(RAM).

5.  COORDINATING INSTRUCTIONS.  PENDING FINALIZATION OF FSRG INITIATIVES, THE IMA PROGRAM WILL UNDERGO A FORMAL PROGRAM AND STRUCTURE REVIEW NLT THE 4TH QUARTER OF FY13.  IN PREPARATION FOR THIS REVIEW, AUTHORIZED COMMANDS SHOULD REVIEW THEIR REQUIREMENTS AND ENSURE ALL VACANCIES ARE ADVERTISED.  ADDITIONAL COORDINATING INSTRUCTIONS FOR THE IMA MANNING REVIEW WILL BE PUBLISHED VIA SEPARATE CORRESPONDENCE.  IN PREPARATION OF EXPECTED FISCAL AUSTERITY, COMMANDS ARE NOTIFIED THAT FUTURE IMA AM WILL BE DETERMINED USING A COMBINATION OF AM EXECUTION, AS IT IS CURRENTLY, AND CMC APPROVED PRIORITIZATION MATRIX.
