Drug and Alcohol Testing




The National Business Center Drug & Alcohol Testing Branch is responsible for the program management responsibilities of the Drug-Free Workplace Program for The Department of the Interior and all of its Bureaus (as outlined in 370 DM 792). The NBC staff is comprised of the Drug Program Manager and Drug Program Coordinators and Specialists who ensure compliance with Executive Order 12564 of September 15, 1986 and the Omnibus Transportation Employee Testing Act of 1991. The Drug & Alcohol Testing staff coordinates and facilitates all pre-employment, random, reasonable suspicion/cause, post-accident, return to duty, and follow-up testing.

Additionally, the NBC provides support services to 60 other federal agencies in support of their Drug Free Workplace programs. NBC staff can assist their customers with random testing selection, scheduling, testing, applicant notification, training, and on-site collection services.

NBC Drug and Alcohol Testing has contracts in place which federal customers may utilize to accomplish their testing needs. These contracts allow:

  • Customers to begin testing the day they have a need without the procurement process
  • Collection sites close to employees and applicants; over 3,000 nationwide
  • International collections
  • Certified and accredited website that allows customers to schedule, test, and track results

Metrics for the contracts include:

  • 98% of specimens are accepted as valid by the laboratory for analysis
  • 95% of lab results are available within 5 business days

95% of Medical Review Officer reports are provided to the agency coordinator within 72 hours of lab results. NBC’s staff has been providing program management services to the Department of the Interior and over 60 outside federal agencies for over 20 years. NBC staff can:

  • Utilize random testing methodology for random testing selection
  • Provide program management for random testing; including scheduling, testing, and tracking
  • Notify, schedule, test, and track applicant testing
  • Provide briefings, guidance, and training to staff
  • Provide on-site collection services nationwide

NBC operates a walk-in collection site in Washington, DC which allows locally based customers to:

  • Have donors tested immediately (random, pre-employment, etc.)
  • Have donors tested without an appointment
  • Allows for testing without the potentially long wait at a hospital or clinic
  • Have peace of mind that their donors are taken care of by another federal employee

Over 30,000 tests are performed through NBC each year, many for customers who have been with us since the inception of our business.
