DLA General Counsel


Mr. Fred T. Pribble has been the General Counsel of the Defense Logistics Agency since August 2006.  As General Counsel, he is responsible for managing the worldwide DLA legal organization.  He has management responsibility for litigation, business integrity and employee ethics programs and provides legal advice and representation in matters related to acquisition, materiel management, supply distribution, depot operations, property disposal, installation and services, and financial management. 
 
The Defense Logistics Agency, headquartered at Fort Belvoir, Va., is responsible for providing the Army, Navy, Air Force, Marine Corps and other Federal agencies with a variety of logistics, acquisition and technical services in peace and war.  These services include inventory management, procurement, warehousing and distribution of spare parts, food, clothing, medical supplies and fuel; administration of all military service weapon systems acquisition contracts, and reutilization of surplus military materiel.  This worldwide mission is performed by approximately 26,000 civilian and military personnel around the world.
 
Mr. Pribble began his distinguished career in the United States Army in 1981 when he was commissioned by Direct Appointment as a Captain in the JAG Corps.  Prior to his appointment, Mr. Pribble completed both undergraduate and graduate studies at Creighton University in Omaha, Nebraska, earning his Bachelors of Arts Degree in Sociology in 1975 and his Juris Doctor in 1978.  He also completed advanced legal studies at the University of Stockholm, in Stockholm, Sweden, receiving the equivalent of an LL.M degree in International Law.
 
Mr. Pribble’s first military assignment was as Trial Defense Counsel, 2nd Armored Division (FWD), Garlstedt, and Bremerhaven, Germany.  His assignment path then took him to the specialty of Government Contract law, first at the U. S. Army Contracting Agency, Europe, in Frankfurt, Germany; then at the Litigation and Procurement Fraud Divisions, Office of the Judge Advocate, Headquarters Department of the Army, in the Pentagon; and finally in the International and Contract Law Divisions at Headquarters U.S. Army, Europe, in Heidelberg, Germany.  During this last assignment to Heidelberg, he deployed in 1991 to Silopi, Turkey in support of OPERATION PROVIDE COMFORT.
 
In 1992, Mr. Pribble returned to the U. S. to assume duties as a Deputy Legal Counsel to the Chairman of the Joint Chiefs of Staff, working critical legal issues in the areas of contract and fiscal law, legal support to peace operations, humanitarian and disaster assistance operations and international logistics issues including foreign military sales and the acquisition and cross-servicing agreements (ACSA) authorities.  He returned to Germany in 1995 as the Chief, U. S. Army Claims Service, Europe, located in Mannheim, but he spent much of that assignment in Budapest, Hungary as the Legal Advisor for the USAREUR IFOR/SFOR Liaison Team.
 
In 1997, Mr. Pribble reported to U. S. Central Command as the Deputy Staff Judge Advocate and served as the lead legal advisor for Operations NOBLE RESPONSE, RESOLUTE RESPONSE, DESERT THUNDER and DESERT FOX.  
 
From USCENTCOM, Mr. Pribble returned to Heidelberg, Germany as the Deputy Staff Judge Advocate, Headquarters, U. S. Army Europe, during which time he was also deployed as the legal advisor to the Peace Stabilization Force (SFOR), in Sarajevo, Bosnia-Herzegovina.  In 2001, he was reassigned to the Pentagon as a Special Assistant, International/Security Affairs, Office of the Secretary of Defense, Legislative Affairs, where he worked critical issues in support of OPERATIONS ENDURING FREEDOM and IRAQI FREEDOM.
 
Mr. Pribble returned to Headquarters, U.S. Central Command in June 2003 as the Staff Judge Advocate, where he served for the next three years as senior legal advisor to U.S. Central Command, the lead unified combatant command in the Global War on Terrorism.  In that capacity, he served as lead counsel to the four-star commander, his staff, subordinate commands and deployed task forces on all international, operational, civil, administrative, fiscal, contract and labor law and military justice matters.
 
Mr. Pribble retired from active duty in the United States Army in July 2006.  Among his awards, he has received the Defense Superior Service Medal, Legion of Merit (1 OLC); Defense Meritorious Service Medal (4 OLC); Meritorious Service Medal (1 OLC); Joint Service Commendation Medal; Army Commendation Medal (1 OLC); Army Achievement Medal (2 OLC); National Defense Service Medal (1 OLC); Armed Forces Expeditionary Medal; South West Asia Service Medal; Global War on Terrorism Expeditionary Medal; Global War on Terrorism Service Medal; Armed Forces Service Medal; Humanitarian Service Medal; and NATO Medal (1 OLC).
