Our History




The National Business Center (NBC) was established in 2000, through the consolidation of three service centers within the Department of the Interior: the Interior Service Center, the U.S. Geological Survey's Washington Administrative Service Center, and the Bureau of Reclamations' Denver Administrative Service Center.  This merger realized the Department's vision to create a centralized organization providing shared services, improving operational efficiency and effectiveness and improving economies of scope and scale.  Since then, the NBC has grown significantly in size and scope through the merger of additional organizations, including DOI University, DOD's former Reimbursable Contracting Team in Ft. Huachuca, DOI Inspector General's Indirect Cost Negotiations Offices, Appraisers from four DOI Bureaus, DOI's former Office of Aircraft Services, GovWorks, and US Treasury's Federal Consulting Group. Subsequently, DOIU was moved under the Office of the Secretary as part of the PMB reorganization and Appriasal Services was reorganized as Office of Valuation Services under the Office of the Secretary per Secretarial Order 3300 dated May 21, 2010.

This Department's vision was further validated through the 2001 President's Management Agenda (PMA) which established cross-servicing as an important and lasting movement in the management of federal agencies.  In response to the PMA's initiatives, in 2005, the Office of Management and Budget began the establishment of Lines of Business, Centers of Excellence (COE) to replace costly redundant individual service provisions within multiple federal agencies.  Selected through OMB's competitive process, to date, the NBC is the only federal agency to be selected as a Center of Excellence in both the financial management and human resources lines of business
