Joseph M. Ward, Jr.

Joseph M. Ward PhotoMr. Joseph (Joe) M. Ward, Jr., a member of the Senior Executive Service, was appointed Director, National Business Center (NBC), Department of the Interior, in February 2011.  He is the chief executive for eight distinct lines of business and a geographically dispersed workforce headquartered in Washington DC with major locations in northern Virginia; Denver, Colorado; and Boise, Idaho.  Mr. Ward is responsible for leading the NBC in supporting the Offices and Bureaus within the Department, as well as federal agencies outside the Department, as the Department’s Shared Services Center.  

Joe has a rich and diverse history serving in a number of executive level and leadership positions within the Department of Defense (DoD) and industry.  He has been a catalyst for process improvements, strategic planning initiatives, performance measurement, and change management initiatives.  Prior to joining the Department of the Interior, Joe was with the DoD where he most recently served as Chief, Customer Service for the Defense Travel Management Office, Office of the Under Secretary of Defense (Personnel and Readiness).  At DoD, he helped manage a travel assistance center that provided support to one million travelers, including more than 57,000 defense travel administrators.  Joe led an unprecedented usability review for the Department’s enterprise wide travel system, oversaw the customer satisfaction program and was responsible for customer relationship management with key stakeholders from the four DoD components and major defense agencies.  

Mr. Ward worked with two different “Big 4” accounting firms as a Senior Manager for Strategy and Operations and Manager for Risk and Advisory Services respectively. He led a comprehensive study of the DoD government travel charge card program for one of the firms and helped establish an executive level governance board for another DoD client.  His experience also includes a distinguished 26-year career in the United States Air Force with a focus on financial management and delivery of financial services.  Joe received a number of significant awards and recognitions over his career to include being recognized as one of the top accounting and finance officers in all of DoD (American Society of Military Comptrollers award); the Lance P. Sijan leadership award for his accomplishments leading the largest accounting and finance office in the Air Force; and recognition for leading the #1 comptroller organization in all of the Air Mobility Command, among others.   He authored two articles for the Air Force Comptroller magazine that resulted in his selection as the author of the year and was recognized as one of the top writers and briefers at a premiere DoD financial management school (Professional Military Comptroller School).

Mr. Ward’s professional affiliations include the American Society of Military Comptrollers; Association of Government Accountants; Military Officers Association of America; and the Air Force Association (life member).  He is a Certified Defense Financial Manager, Project Management Professional, and Certified Government Financial Manager.
