Welcome to the Department of the Interior’s National Business Center (NBC) Human Resources Directorate (HRD).  Under the Office of Personnel Management’s and the Office of Management and Budget’s ePayroll and Human Resources Line of Business (HRLoB) initiatives, the NBC has been designated a Human Resources Federal Shared Service Center to the Department of the Interior and other federal agencies. As such, NBC provides high quality, comprehensive personnel and payroll solutions through the Federal Personnel and Payroll System (FPPS), comprehensive payroll operations services, an analytical and reporting tool (DataMart), and other related HR systems and services including Drug and Alcohol Testing.

FPPS

The Federal Personnel/Payroll System (FPPS), hosted on the NBC's mainframe computer was developed using state-of-the-art database technology and a fourth generation language.  FPPS is the most modern and comprehensive personnel and payroll system available in the federal government.  FPPS meets or exceeds all government requirements and federal payroll guidelines.  FPPS is customer-driven, creating and generating the full life cycle of personnel and payroll transactions, enabling agencies to maintain records electronically.  Certain aspects of security can be controlled by the customer and are flexible enough to support most business processes.  The fully integrated user friendly, point and click screens, system for real-time updates and edits of employee personnel and payroll data clearly enhances the timeliness and accuracy of agency personnel and pay actions.  The system’s table-driven features allow for responsiveness and flexibility in implementing new programs, laws, and regulations; and for addressing client-specific pay plans and processes.  A major feature of FPPS that substantially improves the personnel and payroll product is its capability for users to process retroactive personnel and T&A actions.  The system automatically generates corrections to intervening personnel transactions, as well as triggers automated retroactive pay adjustments for up to 26 pay periods.  The fact that personnel and payroll data is integrated into one database eliminates the need for resource-intensive reconciliations between two systems.

Human Resources Operations

The NBC provides human resources operational support through its Human Resources Operations Division (HROD). Human Resources services and support can be provided in one of two ways: day-to-day operational support or project support. Services that can be customized to meet an agency's needs include Organization and Position Management, Staff Acquisition, Performance Management, Compensation Management, Benefits Management, Employee Relations, Labor Relations, Personnel Action Processing and Recordkeeping, and Personnel Security.

FPPS Datamart

The Federal Personnel Payroll System’s (FPPS) Datamart is a state-of-the-art, web-based data warehouse environment supporting powerful reporting capabilities, system interfaces and automation of related business processes through Auxiliary systems. The FPPS Datamart uses an Oracle database and modern analytical query tools. Hyperion Performance Suite, the query tool supported by the NBC, provides end users the ability to query, analyze, chart and report on data from the FPPS. The Datamart provides a library of 285 preformatted and ad hoc queries with over 250 agency-specific queries. The preformatted queries enable every FPPS user to get timely information from the Datamart and produce reports. Modern query tools such as Hyperion now allow managers to directly access data from their desktop and process their own queries. The end-user can also export this information to many formats for processing elsewhere. Reuse of this data in other applications can be configured through secure, direct connections to the underlying Oracle database or through other interface options. The Datamart can also be extended to include agency managed data, such as Learning Management System information or e-Mail addresses, for inclusion in customized reports and interfaces.

Human Resources Management Suite

In addition to basic personnel and payroll processing, NBC offers comprehensive integrated HR products and services through its Human Resources Management Suite (HRMS).  The HRMS includes an integrated Learning Management and Performance Management System, referred to as the Talent Management System (TMS), an Entry on Duty System (EODS), a Workforce Transformation and Tracking System (WTTS) which will include federal employees as well as contractor personnel, and Automated Staffing Systems.  Along with FPPS, these systems provide seamless integration, eliminating data redundancy and increasing efficiencies in personnel processing.

Payroll Operations

NBC’s Payroll Operations Division (POD) provides a full range of operational payroll services, debt management, benefits administration, payroll accounting and client specific customer service. POD takes a proactive approach to ensuring that employees are paid accurately and on time, initiating problem resolution and interacting with employees, timekeepers, supervisors and personnel offices sometimes even before the affected employee is aware that there is a problem. POD works closely with clients to meet their individual needs, identify areas requiring payroll staff intervention and/or monitoring, and to provide continuous feedback and resolution of payroll and T&A issues. Customer questions and concerns are promptly and accurately addressed through a network of help desks, on-line help capability, training, user manuals and easily accessible POD staff.

Quicktime Time and Attendance

The NBC offers Quicktime, a state-of-the-art, web-based Time & Attendance Input System that can be customized for agency-unique requirements. Quicktime can be configured for employee T&A data entry or traditional timekeeper data entry.  It features sign in/sign out capabilities, electronic leave and extra hours request, electronic certification and default schedules.  Comprehensive on-line editing and immediate error correction capabilities allow for error free transmission of T&A data.  Quicktime has extensive security controls with locally controlled assignment of roles and responsibilities.  Also featured are reporting capabilities and audit trails.

webTA Time and Attendance

The NBC offers Kronos® webTA, the premier commercially available time, attendance, and labor management system designed exclusively for the federal government. It offers capabilities that meet the many unique business requirements of federal agencies, and is designed to meet the needs of federal government employees. It also employs a parameter-driven development strategy that enables you to quickly adapt webTA to your agency’s specific objectives and business process requirements. WebTA can be configured for employee T&A data entry or traditional timekeeper data entry and features sign in/sign out capabilities, electronic leave and extra hours request, electronic certification and default schedules. WebTA also features reporting capabilities and audit trails.

Drug and Alcohol Testing Services

The National Business Center Drug & Alcohol Testing Branch is responsible for the program management responsibilities of the Drug-Free Workplace Program for The Department of the Interior and all of its Bureaus (as outlined in 370 DM 792). The NBC staff is comprised of the Drug Program Manager and Drug Program Coordinators and Specialists who ensure compliance with Executive Order 12564 of September 15, 1986 and the Omnibus Transportation Employee Testing Act of 1991. The Drug & Alcohol Testing staff coordinate  and facilitate all pre-employment, random, reasonable suspicion/cause, post-accident, return to duty, and follow-up testing.

Additionally, the NBC provides support services to 60 other federal agencies in support of their Drug Free Workplace programs. NBC staff can assist their customers with random testing selection, scheduling, testing, applicant notification, training, and on-site collection services.
