Edward 'Ted' Franks, Acting Director
Ted Franks is Acting Director of the Office of Electric Reliability (OER). Previously
Director of the Division of Logistics and Security within OER, he joined the
Commission in January 2007 after 10 years at PJM Interconnection, LLC. At PJM,
Ted worked in System Operations as an operator and engineer. His operator
responsibilities included generation and interchange scheduling; real time generation
dispatch; real time transmission security; and Reliability Coordinator functions.
His engineering responsibilities included generation and transmission outage
coordination; inter-regional coordination; and EMS maintenance.
Since joining FERC, Ted has participated in the rulemaking process for the Critical
Infrastructure Protection standards; acted as the liaison for NRC and FERC
coordination; and has worked as a manager in the Division of Reliability Standards
and as an Electrical Engineer in the Division of Bulk Power System Analysis.
Ted earned his Bachelor of Science degree in Industrial Engineering from Penn State
University in 1991 and his Masters Degree in Business Administration from Penn
State in 2002.
