What is a TCM?

 

 

A TCM is a Training and Doctrine Command (TRADOC) Capability Manager. They are designated by the CG, TRADOC, to manage the development of select high-priority programs and products.  CDID has two such TCMs, one for Battle Command (TCM-BC) and one for Electronic Warfare Integration (TCM-EWI). They serve as the user advocate (the ‘voice’ of the Warfighter) and are the counterpart to the Program Manager. TCMs provide intensive, centralized, total system management and integration of all Doctrine, Organization, Training, Materiel, Leader Development, Personnel and Facilities (DOTMLPF) considerations.

 

Below is an excerpt from TCM-BC’s charter:

"TCM BC will provide central direction and coordinate integration of current ABCS, selected non-ABCS systems, and future systems into an integrated Army capability from Army Service Component Command to Battalion level. In addition to ABCS component integration, TCM BC is the centralized manager for combat development user activities associated with MCS, CPOF, BCCS, GCCS-A, Standardized Integrated Command Post Systems (SICPS), Mounted Battle Command on the Move (MBCOTM), and the Army Airborne Command and Control System (A2C2S). TCM BC will integrate and synchronize all aspects of doctrine, organization, training, materiel, leadership and education, personnel and facilities (DOTMLPF) for those systems and the associated capabilities. The TCM is the user advocate and counterpart to Program Manager (PM) Battle Command. TCM BC also works closely with PM Tactical Radio Communications Systems, PM Warfighter Information Network – Tactical, and PM Network Operations Current Force to accomplish this mission."
