The House Appropriations Committee, acting on the request of Rep. Nancy Pelosi, (D-SF), directed the Navy Tuesday to "take all necessary steps" – including funding – to clean up the Superfund site.
"Today’s action by the House Appropriations Committee will continue to hold the Navy accountable for the clean-up of Hunters Point," said Pelosi (D-SF), a senior member of the Committee who was instrumental in getting the Appropriations Committee to adopt the critical language.
Saying it was "seriously concerned" over the lack of progress, the Committee voted to direct the Navy, "to take all necessary steps, funding and otherwise, to ensure the timely remediation of hazardous materials on these parcels to a level that permits the full range of uses designated in the City’s adopted redevelopment plan."
Hunters Point Naval Shipyard consists of 520 acres. Its predominately African-American community has waited since 1974 for it to be converted for community use. It was declared a Superfund site in 1989 and its doors were shut by the Navy in 1991. Although a significant amount of funding for the remediation effort has been spent, the results have been minimal. As a result, negotiations between the City and the Navy are at an impasse over the standard of the clean up.
In addition to noting the Navy’s failure "to fully implement all response actions necessary for the clean up of this Superfund site," the Committee requires the Navy to "continue to provide adequate public protection services to the property, including police and fire services" until a final agreement with the City is complete.
Finally, the Secretary of the Navy was ordered to report back to the Committee on the status of the clean up no later than January 15, 2001.
