10/7/2010 - RANDOLPH AIR FORCE BASE, Texas (AFNS) -- Civilian leadership development officials here are seeking nominations for an out-of-cycle selection board to identify senior-level civilians for strategic leadership development opportunities in the 2011 academic year.

Strategic Leadership Education Level I is open to Air Force civil service employees in the permanent grades of GS-14 and 15 or equivalent pay band, while Strategic Leadership Education Level II is open to employees in the permanent grade of GS-15 or equivalent pay band.

"Strategic-level education focuses on developing senior leaders to become better skilled at leading large organizations or systems," said Joan Gudinas, the manager for civilian development education at the Air Force Personnel Center. "It's also valuable in developing effective organizational competency skills to include technical competence on force structure and integration and on unified, joint, multinational and interagency operations."

Ms. Gudinas encourages eligible employees to discuss their consideration for these programs with their supervisor and then self-nominate by submitting an Air Force Form 4059, Air Force Civilian Competitive Development Nomination Form.

Both levels of strategic leadership education require two years of Air Force civil service as of April 26, 2010, a bachelor's degree and completion of professional military education by any method. However, PME can be waived for this out-of-cycle board. Mobility is not a requirement for strategic-level training.

Nominations are due to the AFPC Civilian Leadership Development Office by Oct. 25. The out-of-cycle civilian development education selection board convenes at the end of November, and selections will be announced in December.

For more information on course descriptions, additional eligibility criteria and the application process, visit the AFPC personnel services website and search for keyword "Strategic Leadership Development," or call the Total Force Service Center at 800-525-0102.
