Mission Statement
As directed by CDR USSTRATCOM, JFCC-ISR recommends allocation of ISR capabilities to satisfy strategic/high-priority combatant command and national operational and intelligence requirements; advocates for ISR capabilities; and provides functional support for USSTRATCOM's other missions.

Background
JFCC-ISR was established in March 2005 as a component of USSTRATCOM and per direction from SECDEF and Commander, USSTRATCOM serves as the DoD ISR Joint Functional Manager. In August 2007, SECDEF directed JFCC-ISR integrate its functions into the Defense Intelligence Operation Coordination Center (DIOCC) to synchronize cross-Combatant Command ISR plans and develop strategies integrating all national (IC), theater (DoD), and allied ISR capabilities to satisfy combatant command intelligence needs.

JFCC-ISR develops the annual global theater ISR allocation plan and provides ISR sourcing recommendations in response to combatant command emergent requests (RFFs). JFCC-ISR provides Joint Staff and SECDEF informed recommendations regarding the allocation of high demand/low density ISR resources. JFCC-ISR is responsible for aligning processing, exploitation, and dissemination (PED) capacity with ISR allocation to provide enablers necessary to deliver intelligence to combatant command. In conjunction with USSTRATCOM/J8, JFCC-ISR advocates for combatant command mid-term and long-term intelligence requirements and capabilities. Specifically, JFCC-ISR identifies gaps in capability and shortfalls in capacity which reach beyond individual combatant command or Services and engage to help close those gaps and serve as the voice for joint ISR. In addition, JFCC-ISR provides function support for USSTRATCOM's other missions. (UCP 08, Global Management Implementation Guidance (GFMIG) FY10-11, USSTRATCOM JFCC ISR OPDIR 08-002)

Operations
JFCC-ISR develops ISR allocation recommendations by consolidating and evaluating Combatant Commander (CCDR) needs; conducting risk analysis to optimize risk mitigation strategies, coordinating ISR capability allocation with Services, CCDRs, Combat Support Agencies (CSAs), OSD, interagency partners, and coordinating SecDef approval and CJCS release of ISR asset allocation via the Global Force Management Allocation Plan. Further, JFCC-ISR manages the global Sensitive Reconnaissance Program, specialized global ISR programs (OLYMPIC, BUCCANEER and GLASS TITAN), and all aspects of Special Access Program ISR activities on behalf of USSTRATCOM and DoD. The component tasks include:

• Develop and maintain a Global Situational Awareness display of deployed ISR
• Participate in adaptive planning to support combatant commands’ efforts
• Recommend allocation strategies based on operational and intelligence requirements
• Synchronize combatant commands DoD collection with activities of national/international ISR collectors
• Use modeling/simulation tools to test support plans and determine optimal allocation of ISR assets
• Assess/identify/define gaps, shortfalls, priorities and redundancies of ISR capabilities and mitigate risks
• Integrate ISR Special Activities in support of combatant command requirements
• Coordinate reviews and conduct briefings to obtain approval of sensitive ISR missions conducted by the combatant commands
