Levee Safety Program Partners

Shared responsibility at all levels of government for protection of human life is a fundamental principle of the USACE Levee Safety Program. The USACE Levee Safety Program draws upon multi-disciplinary scientific disciplines across its organization, and from cooperation with state and local partners in its effort to develop and communicate reliable, accurate information about USACE levees.

USACE Programs

USACE is considering risk management approaches for dams and levee systems in order to make better decisions, better prioritize and justify risk reduction measures, better communicate risks to decision makers and the public, and better understand and evaluate public safety risks in an environment of shared flood risk management responsibilities.

The following report developed by the Institute for Water Resources (IWR) Exploration of Tolerable Risk Guidelines for the USACE Levee Safety Program discusses Tolerable Risk Guidelines (TRG) and their applications to USACE programs.

National, State, Regional and Local Partnerships

The National Committee on Levee Safety (NCLS) is a committee of federal, state, local, and private sector members with the direction from Congress to prepare recommendations and a strategic implementation plan for a national Levee Safety Program.

The Vice Chairman of the NCLS, Mr. Eric Halpin, recently engaged with members of the Netherlands Delta Program and the Expertise Network for Flood Protection (ENW) in an effort to collaborate and share lessons learned on sustainable flood protection policies.  The Netherlands Delta Program and the NCLS share similar mandates and objectives.
