The Congressional Research Service (CRS) Office of Workforce Management and Development is seeking an Administrative Officer to support senior management and a team of Human Capital Management Specialists. The Administrative Officer will have lead responsibility for major aspects of one or more of the following program areas: staffing and recruitment; performance management and staff recognition; training and development; and workplace flexibilities. The Administrative Officer will also have significant responsibility for managing information systems used to document, track, and retrieve employee data for standardized and ad hoc reporting.
The ideal candidate will have a working knowledge of human resources principles and practices, and demonstrated experience applying administrative techniques and analyzing data to generate reports.

This position is located in the Office of Strategic Initiatives (OSI). The purpose of this position is to help develop content for the Library's online educational outreach programs and projects. The incumbent may be assigned to work on such projects as a member of a team or independently.
The Educational Outreach Division has been established to shape the Library of Congress historical collections to the needs of the K-16 educational community. The goal of the office is to raise public awareness of the value of primary resources and increase their use at the elementary and secondary school level, and on into post secondary school. The office engages in programming to promote the effective use of primary source materials through a variety of channels, including Internet, CD-ROM, staff development workshops, conference presentations, and distance learning. The office identifies Library collections that are appropriate for K-12 development, produces teaching materials to accompany the primary source collections, establishes distribution channels, develops teacher and librarian training, and investigates new technologies for dissemination.

The incumbent, assigned to the extended hours (evening/Saturday) tour of duty, is responsible for supervising, scheduling, and directing the extended hours Constituent Support Technicians in the On-Site Constituent Support Unit, as well as on occasion, other CALM staff assigned to work the extended hours shift. Under the supervision of the Unit Supervisor, the incumbent manages the public collections-related services and staff at the book service desks in the Main Reading Room, the Science and Business Reading Room and the Local History Reading Room.The high quality of the reference and research service that the Library provides is directly related to the practices and procedures developed and implemented in CALM. The incumbent shares with other Division managers and supervisors, overall responsibility for administering, planning, implementing, and evaluating programs and activities which deal directly with the provision of high quality service to the various users of the Library's general collections and protecting the integrity of the collections. CALM has implemented several collections improvement and security programs and initiatives to improve the quality of responses the Library provides to its users. The implementation of the Library's Integrated Library System contributes to improved efficiencies in research support and item-level tracking. Automated Call Slip (ACS) largely eliminates the need to handle paper call slips, and makes the request management and tracking functions all the more critical. Supervises a group of employees performing work up to the GS-08 level. Provides administrative and technical supervision necessary for accomplishing the unit's work.Oversees a staff of Constituent Support Technicians who communicate with a wide variety of patrons with routine and non-routine questions of a complex nature on issues associated with access to items from the Library's collections. Supervises the staff addressing book-service matters in the general reading rooms. Oversees the resolution of a wide array of collections issues that cannot be addressed by the Constituent Support Technicians, as well as personnel-related issues between staff and researchers, or among staff members. Manages requests received through various electronic and print methods, including receipt, response, tracking, and problem solving.
