Background Information
The submission of Bonneville Power Administration’s (BPA) annual report fulfills the reporting requirements of the Third Powerplant at Grand Coulee Dam Act, Public Law 89-448. BPA’s annual report is a summary of our electric utility business for use by ratepayers, power customers, financial markets, and other constituent groups. The entity reported in our financial statements and audit reports is the Federal Columbia River Power System (FCRPS). The FCRPS combines the accounts of BPA, the Pacific Northwest generating facilities of the U.S. Army Corps of Engineers and the Bureau of Reclamation and the operation and maintenance costs of the U.S. Fish and Wildlife Service for the Lower Snake River Compensation Plan Facilities. Consolidated with BPA are “Special Purpose Corporations” from which BPA leases certain transmission facilities. Each entity is separately managed and financed but the facilities are operated as an integrated power system with the financial results combined and reported under the FCRPS title.
