  • 2012 BPA Rate Case
    The 2012 BPA Rate Case, which set power and transmission rates for the FY 2012-2013 rate period, was completed and filed with the Federal Energy Regulatory Commission on August 1, 2011. The 2012 BPA Administrator’s Final Record of Decision was issued July 26, 2011. BPA received interim approval of the proposed power rates on September 22, 2011.

  • REP-12 Proceeding
    BPA conducted a proceeding, the Residential Exchange Program Settlement Agreement Proceeding (REP-12), to review the terms and conditions of a proposed 17-year settlement of issues regarding the implementation of the Residential Exchange Program. The Administrator’s Final Record of Decision for the Residential Exchange Program Settlement Proceeding was issued July 26, 2011.

  • 2010 BPA Rate Case
    The 2010 BPA Rate Case, which set power and transmission rates for the FY 2010-2011 rate period under separate sub-dockets, WP-10 for power and TR-10 for transmission, was completed and filed with the Federal Energy Regulatory Commission on July 29, 2009. The 2010 BPA Administrator’s Final Record of Decision covering both sub-dockets was issued July 22, 2009. BPA received interim approval of the proposed power rates on September 28, 2009.


  • Tiered Rate Methodology Supplemental Rate Case Proceeding(TRM 12-S)
    BPA reopened the Tiered Rate Methodology proceeding under section 7 of the Northwest Power Act to consider a limited number of proposed modifications to the TRM. The modifications considered in this proceeding adhered to particular provisions of section 12 of the TRM. On September 2, 2009, this proceeding concluded with the issuance of Administrator’s Final Record of Decision and an updated Tiered Rate Methodology.

  • Tiered Rate Methodology Rate Proceeding (TRM-12)
    As a result of BPA’s Long-Term Regional Dialogue Policy, BPA established a long-term Tiered Rate Methodology to implement a tiered rate construct post-FY 2011. On November 10, 2008, the Administrator’s Final Record of Decision and Final Tiered Rate Methodology were issued in this proceeding.

    On May 29, 2009, BPA announced the re-opening of this proceeding, the Tiered Rate Methodology Supplemental Proceeding, in a Federal Register Notice. (See above for more information.)


  • 2007 Supplemental Wholesale Power Rate Case (WP-07)
    On February 8, 2008, BPA initiated the 2007 Supplemental Rate Case with the issuance of its Federal Register Notice announcing the reopening of the 2007 wholesale power rate adjustment proceeding. This supplemental proceeding established new rates for FY 2009 and dealt with a number of issues regarding rates between FY 2002-2008. On September 22, 2008, the Administrator’s Final Record of Decision was issued; BPA received final approval of the proposed rates on July 16, 2009.


  • 2007 Wholesale Power Rate Case
    On April 17, 2008, BPA issued the Administrator’s Final Record of Decision concluding the 2007 Wholesale Power Rate Adjustment Proceeding which established BPA’s power rates for FY 2007 2009. However, BPA officially re-opened its WP-07 wholesale power rate proceeding in early February, 2008, to respond to then-recent rulings from the U.S. Court of Appeals for the Ninth Circuit regarding the 2000 Residential Exchange Program Settlement Agreements and their treatment of the WP-02 rates.
