Hiring from Bender list supports presidential disability hiring goals

1/26/2012 - JOINT BASE SAN ANTONIO-RANDOLPH, Texas (AFNS) -- Hiring officials can use the Office of Personnel Management Shared List of People with Disabilities to help the Air Force meet presidential disability hiring expectations, and by doing so may also speed up the hiring process.

According to Sonia Ybanez, of the Air Force Personnel Center program management and evaluation branch, the list was created to help federal agencies meet the President Obama's challenge to hire 100,000 people with disabilities over the next five years.

"OPM contracted with Bender Consulting Services to develop the list specifically to help federal agencies meet the goal," Ybanez said. "The list includes employment candidates whose resumes have already been vetted by Bender on behalf of OPM."

Bender keeps the list updated in real time, she explained, so hiring officials have the advantage of being able to review the most current, most accurate list available.

"Managers and human resources specialists don't have to travel around the country to interview people at job fairs, because Bender does that," Ybanez said. "In addition, hiring managers can contact list candidates directly without having to ask Bender or wait for a referral list. That shortens the recruiting process significantly."

An additional benefit is that Bender list candidates are eligible to be hired using the Schedule A hiring appointment authority, Ybanez said.

"Under Schedule A, qualified individuals with targeted disabilities can be hired non-competitively without recruitment, without posting and publicizing the position, without clearing the priority placement list and without going through the certificate process," Ybanez explained. "That saves a lot of process time."

"Every Airman is valuable to the Air Force team," Ybanez said. "We encourage managers at every level to help us achieve the president's goal, which will also help us ensure that people with disabilities have equal opportunities to serve our country. We can use the Bender list to meet the president's expectations, help us hire the best people for each job and possibly shorten hiring times."

To access the Bender list, an Airman must be a registered member of the MAX federal community, Ybanez explained.

"It's open to all government account holders, so you just need to go to the site, register and follow the instructions," she said.

- Go to the MAX registration page at https://max.omb.gov/maxportal/registrationForm.action.

- Complete and submit the registration form.

- The MAX system will send an automatic message with an embedded link to enable applicants to create a password and activate an account; click on the link and complete and submit the form.

- Once registration is complete, log on to the MAX homepage at https://max.omb.gov/community/dashboard.action.

- Choose the MAX federal community. Once in the federal community, enter "OPM shared list of people with disabilities" in the search box.

- Once in the shared list homepage, click on "search the shared list."

Registered members will be able to search the shared register and view resumes of Schedule A-eligible accountant, budget analyst, contact representative, contract specialist, finance, human resource assistant, human resource specialist, information technology, miscellaneous clerical, secretary and other candidates.

"The Air Force continues to work to improve the hiring process and to ensure all people, including those with disabilities, are able to fully contribute their talents to achieving the mission," Ybanez said. "The OPM Bender list helps us do that."
