Contract Administration Project Manager

PURPOSE: To provide highest quality business proposals, monitor and manage status of assigned prime contracts, facilitate business development, provide sound regulatory guidance and contractual advise, support and lead continuous improvement initiatives and contribute to special projects as assigned. This position will also provide direct back-up support to the Contracts Administration Manager.

 

ESSENTIAL JOB FUNCTIONS: 

  • Proposals - Serve on cross functional teams to create, revise and support the highest quality business proposals. Specifically, manage cost volumes of proposals. Ensure proposals adhere to and are fully compliant with the RFP; contain current, accurate, and complete information; and are supported with complete and rationale estimates. Prepare letter proposals/contracts.

 

  • Contract Administration - Operations: Monitor and manage status of assigned prime contracts. Negotiating and executing modifications and changes as needed. Serve as main point of contact with customers' contracting officers. Maintain knowledge of all contractual documents to ensure compliance, accuracy, and completeness with company policies; financial, legal, security, audit requirements and customer specifications. Maintain database of contract and proposal status. Support PCA compliance matrix for assigned contracts.

 

  • Facilitate business development through external and internal customer liaison.

 

  • Provides sound regulatory guidance and contractual advice to all levels of all ORAU/ORISE program and business departments to ensure successful execution of a wide variety of federal contract related requirements.

 

  • Support and lead continuous improvement initiatives in processes and operations, including but not limited to, Contracts Administration policies, procedures, job aids and flow charts.

 

  • Special projects as assigned.

 

REQUIREMENTS:

Bachelor's degree in Communications, English, Business or related discipline and six - ten years of job related experience or an equivalent combination of education and experience. Graduate level education preferred. Professional level editing and writing required. Must have experience with government proposals, contracting, developing cost estimates, and contract administration. Must have extensive understanding of government and commercial contracting, including the laws and regulations governing federal contracting. Extensive understanding of contract pricing and of operation practices in contract administration and source selection. Master's Certification in Government Contracting preferred.
