ANA NCOs take control of fuel request procedures

PAKTYA,  Afghanistan — An effective army requires top-notch noncommissioned officers that constantly seek opportunities to improve and excel while contributing to their service’s overall success. Afghan National Army’s NCOs at the 1st Forward Supply Depot are doing just that.

With the assistance of ANA class three officers, NCOs at the 1st FSD in the Paktya province of eastern Afghanistan have taken over the fuel request process from their coalition mentors.

“We established an aggressive timeline for complete handover of all fuel request procedures to the ANA assigned to 1st FSD,” said Army Sgt. Shaun Dahl, an ANA mentor. “The soldiers accepted the challenge and met the goal as a result of some hard work and commitment,” said Dahl.

Since January of 2011, coalition trainers from NATO Training Mission – Afghanistan’s Regional Support Command – East have focused a large amount of their training efforts on improving the ANA’s fuel request processes and procedures.

 

In January the area of focus was basic automation; February’s training sessions focused on Decree 4.6, policy and procedures training; and in March the trainers focused on advanced automation procedures which led to electronic transmission of all Ministry of Defense Form 14 forms to the MoD office in Kabul. With a little coaching along the way, the ANA NCOs have been autonomously managing their fuel request since.

 

“ANA Sgt. Nora Jon is leading the program,” said Air Force Master Sgt. Thomas Arnold, the noncommissioned officer-in-charge for the 1st FSD mentor team. “He maintains the consumption reports, completes all MoD 14 quality checks and sends the requests to Kabul in accordance with the ANA’s Decree 4.6 which governs fuel operations for the ANA.”

Since taking control of the fuel process, NCOs at the 1st FSD have completed more than 50 electronic fuel requests and only courtesy copy their coalition mentors to keep them informed.

“The ANA has taken complete responsibility of all ANA requests,” said Arnold. “Their ownership of the fuel process will lead to greater stewardship and decree compliance.”
