Director, Project Management and Evaluation

Scott Hine is the Director of Project Management and Evaluation within the Office of Energy Efficiency and Renewable Energy (EERE) at the U.S. Department of Energy (DOE). In this capacity, Mr. Hine leads performance management of EERE field operations including procurement actions, financial management, human resources, project management, environmental reviews, monitoring, and resolution of technical and management issues. Additionally, Mr. Hine oversees and manages EERE's Recovery Act portfolio, part of America's largest-ever investment in clean energy, which includes approximately 3,000 projects totaling $16.8 billion.

Mr. Hine leads senior technical and management reviews of field operations to accomplish DOE and EERE goals and objectives. Mr. Hine oversees audit liaison and internal review activities and evaluates contractor and grant recipient performance, and recommends corrective actions, as appropriate. Mr. Hine is also responsible for ensuring the meaningful integration, coordination, and collaboration of field activities among EERE programs and other relevant DOE offices and federal agencies.

Mr. Hine joined the EERE team in 2008 and served as the Director of the Office of Information and Business Management Systems through 2009. In 2009, he became the Acting Program Manager for EERE's Building Technologies Program, which drives innovation to improve the energy efficiency of our nation's homes and offices. Then, prior to his current role, Mr. Hine served as the Acting Deputy Assistant Secretary for Business Administration in EERE from June 2010 through March 2011.

Prior to coming to EERE, Mr. Hine worked for the Department of Defense, where he supported the operational and national security programs, provided executive level leadership, and collaborated with senior team members to formulate and implement business goals, objectives, and strategies.

Mr. Hine is a veteran of the U.S. Army, where he provided mission critical intelligence analysis support to deployed assets. He holds a Bachelor of Science in Operations Research/Management Information Systems from George Mason University and an Master of Science in Systems Engineering from The State University of New York. He is certified as a project manager by the Project Management Institute and George Washington University.
