NTM-A/CSTC-A statement regarding SIGAR Interim Report on Afghan National Army Petroleum, Oil, and Lubricants

The Special Inspector General for Afghanistan Reconstruction has recently brought to light deficiencies that NTM-A/CSTC-A leadership have identified, addressed and are currently addressing within the Afghan National Army’s logistics capability for petroleum, oil, and lubricants. 
 
We have a system to estimate ANA fuel needs in place, and we continue to improve it in partnership with our Afghan colleagues.  NTM-A/CSTC-A has implemented monthly reconciliation of invoices to ensure accuracy. Incomplete or inaccurate invoices are returned to vendors for corrections or modifications.  Additionally, NTM-A/CSTC-A is providing training for ANSF personnel responsible for production and transmission of required forms for fuel logistics.
 
We make funding recommendations based on military requirements. We are committed to stewardship of our tax payer dollars and take seriously the responsibility entrusted to us by the Department of Defense.  We have implemented multiple internal controls to mitigate vulnerabilities to fraud and waste. We are continuing our cooperation on this SIGAR effort.
