AESDirect Program Update

**  This message is intended for AESDirect Program users only ** 
       
AESDirect Program filers are continuing to experience technical 
         issues regarding the new security authentication update.  As a reminder, 
         once your account has been re-established, you must file all shipments
         that were exported under the AES Downtime Policy in accordance with the 
         Foreign Trade Regulations. 
       
AESDirect Program filers experiencing log in issues may continue to
         submit shipments under the AES Downtime Policy.  State Department 
         licensable shipments can not be exported under the downtime policy and 
         must be held until an AES Internal Transaction Number is received. 
         You will be notified when the issue is resolved and all AESDirect 
         program transactions for shipments that moved under the AES Downtime 
         Policy must be filed along with any new AES transactions.
         
         If you utilize the AES Downtime Policy for export, please contact the 
         port where you will export from.  In lieu of the AES Proof of Filing 
         citation, please use the AES Downtime citation which consists of the 
         phrase AESDOWN, your individual company's Filer ID, followed by the 
         date of export. 
For example:  AESDOWN 123456789 10/10/08
       
AESDirect Program filers experiencing difficulty creating new 
         passwords, please review the following requirements.
1-   Passwords must be at least 8 non-blank characters
2-   Passwords must contain characters from 3 of the following 4 
         character classes:
         - Lowercase letters 
         - Uppercase letters
         - Digits
         - Non-alphanumeric ( only these may be used !,$,#,% )
3-   Passwords must contain the following:
         - At least 1 character must be alphabetical and at least 1 
         character must be a digit or a non-alphanumeric character
         - At least 6 characters must occur only once in a password
         - Passwords must be unique for 2 years
         - Passwords must be unique within the last 8 passwords
         - Passwords cannot contain any string that is also contained in 
         the username
         - Passwords cannot contain dictionary words
         - Passwords cannot contain any common strings such as a 
         sequential series of letters (abcd) or a sequential series of 
         numbers (1234) or pattern of numbers (2468)

2009 Constant Dollar Data
- The Census Bureau identified a processing error that caused incorrect deflators to be applied to the revised data for 2009. The data have been corrected.
