Budget Transfer Sought for Afghanistan National Police Office of the Surgeon General

     Brigadier General Qhandahr Shinwari, ANP Surgeon General, and his staff continue to objectively demonstrate that the advice and services of ANP medical mentors are becoming less important. They have shown they can independently operate their medical facilities, plan for new services, design and execute emergency response plans, develop staff projections, establish drug testing programs, recruit personnel and more. To add to their success, action is now underway to allow them to have more control over their finances.

     Through the efforts of NTM-A/CST-A finance and contracting offices, funding is being sought from the Office of the Secretary of Defense to create a test program that would assign Afghans responsibility for a portion of their budgets. If successful, it could lead to an increased transfer of dollars to Afghan financial managers. Dost Mohammad, General Qhandahr’s chief finance officer, is up to the challenge. ANP medical mentors are confident that he will perform extremely well. He is aware that summer 2011 will be here soon at which time political and coalition force leaders will expect Afghanistan to be able to stand considerably on its own. With this in mind, he knows the importance of being able to execute his budget with minimal–if any–oversight. The pilot program that is being pursued will give him a chance to show that the ANP Office of the Surgeon General is ready.
