Presidential Advisory Council on HIV/AIDS
What is PACHA?
The Presidential Advisory Council on HIV/AIDS (PACHA) provides advice, information, and recommendations to the Secretary regarding programs and policies intended to promote effective prevention of HIV disease, and to advance research on HIV disease and AIDS.
The White House asks PACHA to provide, on an ongoing basis, recommendations on how to effectively implement the National HIV/AIDS Strategy, as well as monitor the Strategy's implementation.

How the Council Performs Its Work
Temporary subcommittees consisting of members of the parent committee may be established to perform specific functions within the Council's jurisdiction. Subcommittees make preliminary recommendations for consideration of the full council. Currently, PACHA consists of four subcommittees: The Incidence Subcommittee, Access to Care Subcommittee, Disparities Subcommittee and the Global Subcommittee. The Department Committee Management Officer is notified upon establishment of each subcommittee and is provided information on its name, membership, function, and estimated frequency of meetings.
Management and support services are provided by the Office of HIV/AIDS and Infectious Disease Policy, Office of the Assistant Secretary for Health, U.S. Department of Health and Human Services (HHS).
Meetings are held at the call of the Chair, with the advance approval of a full-time Government official, who also approves the agenda. A Government official is present at all meetings.
