State Justice Statistics Program for Statistical Analysis Centers, 2007

  The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Statistics (BJS) is pleased to announce that it is seeking applications from state and territorial Statistical Analysis Centers to receive funding under the 2007 State Justice Statistics (SJS) Program. BJS is specifically authorized by statute (42 U.S.C. 3732) to provide assistance in the development of State and local government justice information systems, and directed to give primary emphasis to the problems of State and local justice systems (42 U.S.C. 3731). The State Statistical Analysis Centers (SACs), each established by State legislation or executive order, are one important mechanism by which BJS fulfills its mandate under this statute.

FY 2007 National Criminal History Improvement Program (NCHIP)

  The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Statistics is pleased to announce that it is seeking applications from eligible State agencies to receive funding under the 2007 National Criminal History Improvement Program (NCHIP). This program furthers the Department's mission to enhance the crime fighting and criminal justice capabilities of State governments by improving the accuracy, utility, and interstate accessibility of criminal history records and enhancing records of protective orders involving domestic violence and stalking, sex offender records, automated identification systems and other State systems supporting national records systems and their use for criminal history background checks.
  
  Deadline: All NCHIP applications are due by 5:00 p.m. eastern time on January 25, 2007.
  
  Eligibility: The NCHIP application must be submitted by the agency designated by the Governor to administer the NCHIP program. States may choose to submit applications as part of a multi-state consortium or other entity. In such cases, please contact your BJS program manager for further information.

2007 Census of Public Defender

  The purpose of this award is to provide funding to administer the 2007 Census of Public Defender Offices. This census will obtain information about the operations, workload, staff size, policies, and procedures of the approximately 1,400 offices that serve as public defenders across the Nation. A draft data collection instrument will be provided by BJS. The grantee will be expected to assemble a complete roster of and survey all state and local public defender offices. BJS anticipates making one award for a 24- month period under this solicitation. BJS is authorized to issue this solicitation under the Omnibus Crime Control and Safe Streets Act of 1968, Section 302, as amended (42 USC Section 3732).
  
  Deadline: All applications are due by 8:00 p.m. e.t. on January 31, 2007.
  
  Eligibility: Both profit-making and nonprofit organizations may apply for funds. However, consistent with OJP fiscal requirements, for-profit organizations are not allowed to make a profit as a result of this award or to charge a management fee for the performance of this award.

2007 and 2008 Annual Survey of Jails in Indian Country Solicitation

  The purpose of this award is to provide funding to administer the 2007 and 2008 Annual Surveys of Jails in Indian Country. The survey has two components: (1) the standard collection of information on inmate counts, movements, and facility operations and staff; and (2) an addendum to the survey on inmate health care and facility programs. Data are to be collected on medical assessments and mental health screening procedures. In addition, information on facility programs and services are measured, such as inmate work assignments, counseling, and education programs. BJS anticipates making one award for a 24-month period under this solicitation. BJS is authorized to issue this solicitation under the Omnibus Crime Control and Safe Streets Act of 1968, Section 302, as amended.

2007 National Census of State Court Prosecutors

  The Bureau of Justice Statistics (BJS) is the primary statistical data collection agency for the Department of Justice and the Nations primary source for criminal justice statistics. BJS is responsible for the collection, analysis, publication, and dissemination of statistical information on crime, criminal offenders, victims of crime, and the operation of justice systems at all levels of government. These data are critical to Federal, State, and local policymakers in combating crime and ensuring that justice is both efficient and evenhanded.

  BJS is seeking proposals to obtain a data collection agent for the 2007 National Census of State Court Prosecutors (NCSP-07). The purpose of this award is to provide funding to administer NCSP-07. The NCSP-07 will focus on both the administration of prosecution activities and the emerging types of cases and knowledge now required from all chief litigating prosecutors who handle felony cases in State courts. These data will cover a variety of topics including innovative prosecution techniques and special topics: salary, budgets, computer crimes, homeland security, identity theft, sex offenders, forensic and DNA evidence, child exploitation, domestic violence, juvenile delinquency, community prosecution strategies, and work-related assaults and threats. The 2007 National Census of State Court Prosecutors is the most recent census of all prosecutors, last conducted in 2001. BJS is authorized to issue this solicitation under the Omnibus Crime Control and Safe Street Act of 1968, Section 302, as amended.

2007 Technical Assistance for State and Local Data Collection on Human Trafficking Statistics

  The Bureau of Justice Statistics (BJS) seeks a technical assistance provider for the development and implementation of a data collection protocol for state and local criminal justice information on human trafficking offenders. Specific data of interest include the number and demographic characteristics of persons engaged in severe forms of human trafficking and the number of investigations, arrests, prosecutions, and incarcerations of human trafficking offenders. This work will be designed to carry out, in part, Section 201 of the Trafficking Victims Protection Reauthorization Act of 2005 (TVPRA 2005)(Pub. L. No. 109-164, codified at 42 U.S.C. § 14044). Under Title 42 U.S.C. § 3732, the Bureau of Justice Statistics (BJS) is authorized to collect and analyze statistical information regarding the operation of the criminal justice system at the Federal, state, and local levels.

The Tribal Criminal History Record Improvement Program (T-CHRIP) will provide support to Federally-recognized tribes and State criminal records repositories to promote participation in and improve data sharing between Tribal, State, and national criminal records systems.
