Army

Army Regulation (AR) 621-1, "Training of Military Personnel at Civilian Institutions," August 28, 2007  This Regulation provides policies for full-time education programs (fully and partially funded) for active duty commissioned and warrant officers in civilian schools, commerce or industry, and service schools that offer accredited degrees and for active duty officers and senior noncommissioned officers in civilian industries. 

AR 621-5, "Army Continuing Education System," September 6, 2009  This Regulation implements DoD Directive 1322.08E, DoD Instruction 1322.25, and DoD Instruction 1322.19 and establishes the mission, goals, policies, and responsibilities for the Army Continuing Education System (ACES).

 

AR 621-108, "Military Personnel Requirements for Civilian Education," March 26, 2007  This Regulation prescribes Army procedures for identifying, validating, and filling positions where Advanced Civilian Schooling or Training with Industry is essential.

 

AR 621-202, "Army Educational Incentives and Entitlements," February 3, 1992  This Regulation prescribes Army policies, responsibilities, and procedures for the administration of veterans' education programs and education incentives authorized by law such as the All-Volunteer Force Educational Assistance Program (MGIB), the Loan Repayment Program (LRP), Post-Vietnam Era Veterans' Educational Assistance, and the Army College Fund (ACF).

 

Marine Corps

Marine Corps Order (MCO) 1560.7J, "College Degree Program," March 31, 1997  This Order reaffirms the College Degree Program designed to assist career Marine Corps officers in completing college requirements for a baccalaureate degree. 

MCO 1560.15L, "Marine Corps Enlisted Commissioning Education Program," August 16, 1994  This Order provides instructions pertaining to applications for and the administration of the Marine Corps Enlisted Commissioning Education Program (MECEP).  

MCO 1560.19E, "Advance Degree Program," June 25, 2003  This Order sets forth the policies and procedures governing the Advanced Degree Program (ADP) and provides background information and guidance for the submission of applications to the program. 

MCO 1560.21D, "Staff Noncommissioned Officers Degree Completion Program," April 7, 1999  This Order sets forth policies and procedures for the Staff Noncommissioned Officers Degree Completion Program. 

MCO P1560.25C w/Erratum, "Marine Corps Lifelong Learning Program," February 9, 2000  This Order provides policy, requirements, and procedures for establishing and conducting Lifelong Learning programs at each command. 

MCO 1560.28B, "Veterans' Educational Assistance Benefits," April 18, 1991  This Order publishes the policies and procedures governing education benefits available to active duty Marine Corps personnel that are administered by the Department of Veterans Affairs, including the Vietnam Era G.I. Bill, the Veterans' Educational Assistance Program (VEAP), and the Montgomery G.I. Bill (MGIB). 

MCO 1560R.30B, "Montgomery G.I. Bill - Reserve (MGIB-R)," August 23, 1993  This Order publishes implementing guidance for the education benefits provided through the MGIB-R program. 

MCO 1560.33, "Marine Corps Tuition Assistance Program (MCTAP)," May 4, 2000  This Order sets forth the requirements and regulations for the administration of the MCTAP.   

Navy

Office of the Chief of Naval Operations Instruction (OPNAVINST) 1520.18H, "Junior Line Officer Advanced Educational Program (Navy Burke Program)," March 4, 2007  This Instruction establishes policy and assigns responsibilities for the Junior Line Officer Advanced Educational Program (Navy Burke Program).  

OPNAVINST 1520.23B, "Graduate Education," October 1, 1991  This Instruction provides information, policy, and procedural guidance for the Navy's graduate education program. 

OPNAVINST 1520.24C, "Scholarship Program," August 20, 2008  This Instruction issues policy and procedural guidance for the Navy's Scholarship Program in accordance with DoD Instruction 1322.06. 

OPNAVINST 1520.31B, "Massachusetts Institute Of Technology/Woods Hole Oceanographic Institution Joint Master's In Oceanography Program (Curriculum #375),"  May 14, 2007  This Instruction announces policy and procedural guidance governing selection and assignment of naval officers for the Massachusetts Institute of Technology/Woods Hole Oceanographic Institution (MIT/WHOI) Joint Master's Degree in Oceanography Program.

OPNAVINST 1520.32A, "Secretary of the Navy Fellowship in Oceanography," April 27, 2007  This Instruction announces the policy and procedural guidance governing selection and assignment of naval officers for the Secretary of the Navy Fellowship in Oceanography. 

OPNAVINST 1520.34C, "Admiral Arthur S. Moreau Program for Post-Masters Study in International Relations and Strategy," May 16, 2007  This Instruction provides policy and procedural guidance governing selection and assignment of naval officers to the Admiral Arthur S. Moreau Program for Post-Masters Study in International Relations and Strategy.

OPNAVINST 1520.37A, "Graduate Education Voucher (GEV) Program," December 29, 2006  This Instruction provides policy, information, and procedural guidance for the GEV program. 

OPNAVINST 1560.10C, "Administration of the United Services Military Apprenticeship Program (USMAP)," April 26, 2007  This Instruction issues guidance and procedures for the administration and management of the USMAP. 

Secretary of the Navy Instruction (SECNAVINST) 1560.4A, "Department of the Navy Voluntary Education (VOLED) Program," December 1, 2005  This Instruction establishes Department of the Navy (DON) VOLED policy and assigns responsibility for Navy and Marine Corps VOLED programs.

 

OPNAV 1560.8A, "Regulations Governing the Navy Enlisted Education Advancement Program (EEAP)," February 2, 1990 This Instruction provides policy guidance and detailed regulations governing the EEAP.

 

OPNAVINST 1560.9A, "Voluntary Education (VOLED) for Navy Sailors," March 4, 2008  This Instruction provides policy and guidance for Navy voluntary education programs.

 

Bureau of Naval Personnel Instruction (BUPERSINST) 1780.1A, "G.I. Bill Education Benefits Program," October 5, 2004 This Instruction updates policy, assigns responsibility, and provides information to Navy personnel about G.I. Bill programs including, but not limited to, the MGIB, the MGIB for selected reserve, Navy College Fund, Navy Sea College Program, voluntary separation incentives and benefits for MGIB enrollment, involuntary separations benefits for MGIB program, Vietnam Era conversion to the MGIB, and educational assistance test program.

  

Air Force

Air Force Policy Directive (AFPD) 36-26, "Total Force Development," September 27, 2011  This Directive calls on the Air Force to design and maintain a comprehensive Force Development (FD) Program and establishes roles, responsibilities, and force development goals. 

Air Force Reserve Command Instruction (AFRCI) 36-2301, "Educational Assistance Program Montgomery GI Bill - Selected Reserve (MGIB-SR)," April 2, 2004  This Instruction informs members about the available education programs, how to apply for these programs, and provides procedures for administering the MGIB-SR and the MGIB-SR Educational Assistance Allowance Increase for Critical Skills (MGIB-SR Kicker). 

Air Force Instruction (AFI) 36-2302, "Professional Development (Advanced Academic Degrees and Professional Continuing Education)," July 11, 2001  This Instruction details requirements and responsibilities for identifying, approving, and managing graduate-level and professional continuing education requirements. 

AFI 36-2304, "Community College of the Air Force," September 1, 1999  This Instruction states the mission and responsibilities of the College and identifies Community College of the Air Force (CCAF)-related responsibilities of the Commander, Air Education and Training Command (AETC), Board of Visitors, and CCAF Commander; responsibilities of the education services system; responsibilities incurred by affiliation with the college; and program eligibility. 

AFI 36-2305, "Educational Classification and Coding Procedures," March 1, 2001 This Instruction provides guidance on classification and code educational levels, academic specialties, and academic subspecialties for the Personnel Data System (PDS). 

AFI 36-2306 Air Education and Training Command (AETC) Supplement 1, "The Education Services Program," March 29, 2002  This Instruction implements Air Force Policy Directive 36-23 and informs personnel about available education programs and how to apply for them. 

Coast Guard

Commandant Instruction (CI) 1001.30E, "Montgomery GI Bill - Selected Reserve Educational Assistance Program," May 21, 1999  This Instruction publishes the eligibility criteria and recoupment process and establishes the administration procedures for the MGIB-SR Educational Assistance Program, Chapter 1606 of Title 10, United States Code.  

Commandant Instruction Manual (CIM) 1500.10C, "Training and Education Manual," May 18, 2009  This Manual publishes training guidance and course information for Coast Guard military and civilian personnel.  Chapter 3 of this Manual specifically addresses the undergraduate education program, post graduate education, civilian education opportunities, continuing education, and education accreditation. 

CI 1554.2, "Unit Learning Centers," March 9, 2006  This Instruction provides guidance for the establishment and operation of Learning Centers. 

CI 1760.9A, "Montgomery GI Bill (MGIB) Active Duty Education Assistance Program," October 30, 1995  This Instruction provides policy, assigns responsibilities, and establishes procedures for the MGIB Active Duty Education Assistance Program in the Coast Guard. 

CI 1760.10, "Coast Guard Active Duty College Fund Program," March 9, 1998  This Instruction establishes the Coast Guard Active Duty College Fund Program for recruiting active duty personnel in critical ratings.
