What role does the Office of the Secretary of Defense (OSD) play in spouse employment?

OSD is responsible for regularly assessing the spouse employment services, developing and updating relevant policy, and implementing and overseeing service-wide pilot programs and new initiatives. OSD works closely with Service Headquarters-level points of contact to ensure that spouse employment needs are being met and to help make the various spouse employment programs successful.

How does MilitaryHOMEFRONT support the installation spouse employment programs?

How can the installation spouse employment programs utilize Military OneSource to improve services provided to spouses?

Military OneSource provides a comprehensive service to assist with virtually any quality of life question or concern. Military OneSource can help identify local spouse employment resources, perform a local search for employment agencies that specialize in personal career interests, find local newspapers that advertise job opportunities, and provide lists of on-line websites that describe local job opportunities. Military OneSource is a particularly valuable resource for service providers working with families living in geographically remote areas that are not located near an installation.

What happens once a spouse is referred to Military OneSource for employment-related services or information?

Military OneSource consultants are available by phone, email, and through face-to-face counseling sessions in the local community. Consultants hold master's degrees and are very familiar with military resources and quality of life issues. Consultants can customize research to meet the particular and unique needs of the caller. Clients can even get help with simultaneous language interpretation and document translation services.  Active duty, National Guard and Reserve service members, DoD civilian personnel designated as Civilian Expeditionary Workforce members and their families are eligible to receive counseling services from Military OneSource.  To reach a consultant by phone: Stateside 1-800-342-9647 Overseas: 00-800-3429-6477 Overseas Collect: 1-703-253-7599.

What is the Military Spouse Preference Program?

There is a program called the Priority Placement Program (PPP) that offers employment preference to DoD employees as well as to military spouses. Priority Programs apply to both civil service and non-appropriated fund (NAF) positions. The PPP is an internal DoD program that assists displaced employees in finding employment. The program was designed to provide the maximum opportunity for employment for those who are eligible.

The PPP includes a number of different programs, including one specifically geared towards helping military spouses find jobs after a move. It is called the DoD Military Spouse Preference Program, or Program "S." Program "S" ensures that military spouses receive preference for certain competitive service positions in the United States and its territories. This program was intended to lessen the impact on the career of the military spouse when a permanent change of duty station (PCS) move is required.

Although the program does not guarantee employment when relocating, it does give priority to military spouses in the employment selection process when they apply for certain positions. Any installation civilian personnel office or human resources office will be able to provide more detailed information about this program, including specific local procedures, listings of positions or actual vacancies at the installation, and general employment or special entitlement information.

When are spouses eligible for unemployment compensation?

Eligibility requirements for unemployment compensation for military spouses vary from state to state. Detailed information on each state's unemployment insurance program can be found on the Department of Labor's Employment and Training Administration website under Unemployment Insurance Filing Assistance.

When are spouses eligible for in-state tuition?

Each state has different eligibility requirements for in-state tuition for service members and their families. The Defense Activity for Non-Traditional Education Support (DANTES) provides an information sheet on state tuition policies for service members and their families.
