DoD MWR policy is governed by DoD Instruction 1015.10 and DoD Instruction 1015.15. These documents establish policies and procedures and assign responsibilities for operating MWR programs and services as well as nonappropriated fund (NAF) Instrumentalities. In addition to these overarching DoD policies, program-specific DoD regulations exist to further define and establish policies governing the individual MWR programs and services.

DoD Instruction 1015.10, “Military Morale, Welfare, and Recreation (MWR) Programs,” July 6, 2009 certified as current May 6, 2011 This Instruction establishes and implements policy, assigns responsibilities, and prescribes procedures for operating and managing programs for military MWR programs.

DoD Instruction 1015.15, "Procedures for Establishment, Management, and Control of Nonappropriated Fund Instrumentalities and Financial Management of Supporting Resources," May 25, 2005 certified as current March 20, 2008 This Instruction prescribes procedures for establishment, management, and control of nonappropriated fund instrumentalities (NAFIs), and financial management of NAF activities.

DoD Instruction 1015.08, "DoD Civilian Employee Morale, Welfare, and Recreation (MWR) Activities and Supporting Nonappropriated Fund Instrumentalities (NAFI)," December 23, 2005 This Instruction prescribes policy and assigns responsibilities for the operation of DoD civilian employee MWR activities and supporting NAFI.

Under Secretary of Defense Memorandum, "Department of Defense Morale, Welfare and Recreation (MWR) Library Standards, November 10, 2009 This policy memorandum updates the core standards for MWR general libraries.

Department of Defense Morale, Welfare and Recreation Physical Fitness Center Standards of October 24,2005 This policy memorandum updates the attached established mandatory core standards for DoD Morale, Welfare and Recreation (MWR) Physical Fitness Centers.

A New Social Compact: A Reciprocal Partnership Between the Department of Defense, Service Members and Families DoD has forged A New Social Compact that reconfirms America's commitment to service members, both active and reserve.  The Fitness functional area is located on page sixty-five of the Social Compact and includes a plan outlining the vision, scope, process, goals, supporting research, measures, current policies, and required legislative changes.  The Recreation functional area is located on page seventy and includes a plan outlining the vision, scope, process, goals, supporting research, measures, current policies, and required legislative changes.

Memorandums of Understanding

Memorandum of Understanding Between the Department of Defense and the American Red Cross, March 10, 2009  The purpose of this Memorandum of Understanding is to establish an understanding between DoD and ARC for cooperation and the provision of such services and support.

Memorandum of Understanding Between The Department of Justice and The Department of Defense Status of Certain American Red Cross volunteers, November 20, 1990 The purpose of this Memorandum of understanding is to describe the circumstances in which a volunteer of the American Red Cross gratuitously supporting government personnel in the delivery of services to members and beneficiaries of the armed forces will be considered to be an employee of the United States Government for the purposes of the Federal
Tort Claims Act.

Memorandum of Understanding Between the Department of Defense and the United Service Organizations, Inc., January 7, 2008  The purpose of this Memorandum of Understanding is to establish an understanding between DoD and USO for cooperation and the provision of services and support to military members and their families.

Memorandum of Understanding Between the Department of Defense and the Armed Services Young Men's Christian Association of the USA, Inc. (ASYMCA), December 7, 2004  The purpose of this memorandum of understanding is to further define the longstanding and mutually beneficial relationship that has existed and continues to exist between DoD and ASYMCA.

Memorandum of Understanding Between the Department of Defense and the National Endowment for the Arts (NEA), April 28, 2010 The purpose of this memorandum is to provide literary programming for military personnel and their families to allow them to express wartime experiences through writing workshops.

Memorandum of Understanding Between the Department of Defense and The United Seamen's Service (USS), August 25, 2010 The purpose of this memorandum is to delineate the USS's mission to provide facilities and services for the United States merchant seamen in foreign areas and the support that DoD may provide to the USS in fulfillment of the USS's mission.

Fitness and Sports Policies

DoD Directive 1308.2, "Joint DoD Committee on Fitness," February 4, 2005  This Directive formalizes the functions and responsibilities of the Joint DoD Committee on Fitness regarding the coordination and support of fitness programs within the military Services.

DoD Directive 1330.4, "Participation in Armed Forces, National, and International Sports Activities," August 31, 2010  This Directive prescribes DoD policy concerning the participation of armed forces personnel in armed forces, national, and international sports competitions; establishes a Senior Military Sports Advisor, an Armed Forces Sports Committee, the Committee's secretariat, and the Committee's working group; and assigns management oversight responsibility for the organization and administration of armed forces, national, and international sports activities to ensure that U.S. armed forces are appropriately represented in national and international sports competitions.

DoD Instruction 1308.3, "DoD Physical Fitness and Body Fat Programs Procedures," November 5, 2002   This Instruction implements policy, assigns responsibilities, and prescribes procedures governing physical fitness and weight / body fat standards in the armed forces.

ASD(FMP) Memorandum, "Department of Defense Physical Fitness Center Standards," January 25, 1999  This memorandum establishes core minimums for facilities, equipment, program, and staff requirements.

Libraries and Information Services Policies

ASD(FMP) Memorandum, "General and Recreational Libraries," October 7, 1998  This memorandum announces a moratorium on closure of libraries pending a study of the DoD program.

ASD(FMP) Memorandum, "DoD Joint Morale, Welfare and Recreation Libraries Strategic Plan," January 26, 1999  This document provides the mission and strategic goals for the DoD Libraries and Information Services Program. 

USD(P&R) Memorandum, "Department of Defense Morale, Welfare, and Recreation Library Standards," June 11, 2003  This policy memorandum establishes the minimum standards for the core DoD Library Program as well the DoD Premier Facility designation.

Armed Forces Entertainment Program Policies

DoD Instruction 1330.13, "Armed Forces Entertainment Program," March 23, 2004  This Instruction provides procedures and responsibilities for providing an effective program of live, professional entertainment for U.S. armed forces personnel and their family members stationed overseas.

Recreational Lodging Policies

DoD Instruction 1015.11, "Lodging Policy," October 6, 2006  This Instruction establishes policy and assigns responsibilities for the DoD Lodging Program to include Recreational Lodging and Recreational Vehicle (RV) Parks.

DoD Instruction 1015.12, "Lodging Program Resource Management," October 30, 1996  This Instruction implements policy, assigns responsibilities, and prescribes procedures for the resource management of lodging programs (to include Recreational Lodging).

MWR Financial Policy

DoD Instruction 1015.15, "Establishment, Management, and Control of Nonappropriated Fund Instrumentalities and Financial Management of Supporting Resources," October 31, 2007, certified as current March 20, 2008 This Instruction prescribes policies and assigns responsibilities for the establishment, management, and control of NAFIs, NAFs, and financial management of resources supporting NAFIs.  It also defines the six program groups in which NAFIs are classified for uniformity of establishment, management, allocation, and control of resource support.

DoD Instruction 1015.13, "DoD Procedures for Implementing Public-Private Ventures (PPVs) for Morale, Welfare and Recreation (MWR), and Armed Services Exchange Category C Revenue-Generating Activities," March 11, 2004  This Instruction implements DoD policy, assigns responsibilities, and prescribes procedures for using PPVs agreements to provide Program Group I MWR Category C Revenue-Generating Activities and Program Group II Armed Services Exchange programs.
