What is MWR?

MWR is the DoD term for Morale, Welfare, and Recreation. MWR is a comprehensive network of support and leisure programs and services designed to improve the quality of life of Service members, their families, and other eligible patrons, and to create a home community feel at military installations. The Army and Navy use the same MWR acronym; the Coast Guard refers to MWR as "Morale, Well-Being, and Recreation;" the Air Force groups MWR as a part of "USAF Services;" and the Marine Corps brands MWR under "Marine Corps Community Services (MCCS)."

What MWR programs and services are available at the local installation?

MWR programs and services vary from installation to installation. For specific listings, contact information, and maps of all MWR programs available on an installation, please visit MilitaryINSTALLATIONS.

Does MWR offer high-adventure activities?

Yes.  As with other recreational programs, high-adventure activities and services vary from installation to installation.  Such activities may include rock and ice climbing, caving, hang-gliding, kayaking, motorcycle racing, mountain biking, paintball, skiing, snowboarding, surfing, and white-water rafting.  For specific high-adventure programs and services available on an installation, please visit MilitaryINSTALLATIONS or contact the installation MWR office.

Who can use MWR programs and services?

MWR programs and services are open to authorized patrons only.  The following groups of people have access to all MWR programs and services: service members on active duty, armed forces retirees, honorably discharged veterans with 100% service-connected disability, Medal of Honor recipients, non-remarried surviving spouses and orphans of personnel who have died on active duty or in retired status or were married to the service member for twenty years while they were on active duty, and DoD civilians stationed outside the U.S.  Installation commanders have the authority to grant limited access to DoD civilians at installations within the U.S.  For installation-specific eligibility rules, please contact the MWR program.  Installation-specific MWR program and service contact information can be found on MilitaryINSTALLATIONS.

Are retired DoD civilians authorized to use facilities? If so, what type of documentation does one need?

Patron eligibility for MWR programs falls into one of two categories: unlimited access and limited access. Unlimited access for MWR programs is consistent from installation to installation, and cannot be modified by installation commanders. Patron eligibility policy for limited access to MWR programs may be modified at the discretion of installation commanders subject to local demand and capacity. Detailed charts describing patron eligibility requirements can be found in Enclosure 4 of DoD Instruction 1015.10, “Military Morale, Welfare, and Recreation (MWR) Programs,” 6 July 2009. According to that policy, DoD and Coast Guard civilians and family members (including retirees and their family members) fall under the second category of limited access. 

Ultimately, access to MWR programs will vary from installation to installation. Retired DoD civilians can check with the installation MWR program to determine whether they are eligible for access to certain MWR programs and facilities. In terms of documentation required, that may also vary and is, again, something that the installation MWR program could explain.

Can DoD civilians reserve and use the armed forces campsites on military installations for camping or the recreational lodging facilities (i.e., cabanas, cabins, etc.)?

Within the U.S., federal employees are not authorized patrons of military camp sites or recreational lodging facilities.  DoD civilians may be authorized to use the military clubs on the installation.  That decision is made by the installation commander and authorizations vary from installation to installation.  In overseas locations, DoD civilians are authorized patrons of all MWR activities and, therefore, are authorized to use the military campsites and recreational lodging facilities.

Are disabled veterans authorized to use MWR programs and services?

Veterans with a 100% service-connected disability and an honorable discharge are eligible for all MWR programs and services aboard an installation.

Are retired DoD civilians eligible to use MWR programs and services?

Retired DoD civilian employees can be authorized patrons of MWR programs and services at the discretion of installation commanders based on adequacy of facilities and space availability.  For installation-specific patron eligibility requirements, please contact the MWR program or service at the installation.  Installation-specific MWR program and service contact information can be found on MilitaryINSTALLATIONS.

The installation MWR office is the best resource to learn more about partnerships or commercial sponsorship opportunities.  Using MilitaryINSTALLATIONS, select the installation and "MWR (Morale, Welfare, and Recreation)" as the program or service.
