DoD Impact Aid for Large Scale Rebasing Program

When funds are appropriated by Congress, the Department of Defense (DoD) Impact Aid for Large Scale Rebasing Program provides financial assistance to local education agencies (LEAs) that are heavily impacted by the increase or reduction in military dependent student enrollment resulting from large scale rebasing. Eligible LEAs have (or would have had) at least 20 percent military dependent students in average daily attendance in their schools, as counted on their Federal Impact Aid application for the preceding year, and have an overall increase or reduction of no less than 5 percent military dependent students or no less than 250 military dependent students as a direct result of large scale rebasing.

On behalf of the Deputy Assistant Secretary of Defense (Military Community and Family Policy), the DoD Impact Aid Program Manager administers the Impact Aid Program for DoD and coordinates with other government activities to disburse payments to the eligible LEAs.

If the school district has at least 20 percent average daily attendance of military dependent students and have significant enrollment changes due to large scale rebasing as described above, the district does not have to do anything until contacted by a DoD representative regarding the eligibility for the Impact Aid funding.  Eligible school districts will be contacted and receive funds by electronic transfer.

Funding awards and levels vary according to the number of eligible LEAs and their military dependent students, and the amount of funding appropriated by Congress. Congress did not appropriate any funding for Fiscal Year (FY) 2008.  DoD received $8 million for this program for FY 2007.

The Department of Education (ED) provides the data that is used to determine LEA eligibility for the DoD Impact Aid for Large Scale Rebasing Program. DoD works with ED to clarify or resolve any funding eligibility issues.
