Spouse Employment Service Regulations and Orders

Army

Army Regulation (AR) 215-3, "Nonappropriated Funds Personnel Policy," 29 August 2003  This Regulation provides uniform policies governing personnel management and administration for nonappropriated fund instrumentalities' (NAFIs) employees of the Department of the Army (DA).  Paragraph 2-11 specifically addresses the rules and restrictions associated with the Spouse Employment Program (SEP) for nonappropriated fund positions.

AR 608-1, "Army Community Service Center," 19 September 2007  Chapter 4, Section IV, "Employment Readiness," provides policies for Army spouse employment assistance including services that must be made available to spouses.

Marine Corps

Secretary of the Navy Instruction (SECNAVINST) 1754.1B, "Department of the Navy Fleet and Family Support Center (FFSC) Program," 5 November 2007  This Instruction provides policy and assigns responsibilities for the implementation of Navy and Marine Corps Family Support Programs and key functions and ensures that employment assistance for family members is delivered by the family support program units.

SECNAVINST 1754.6A, "Relocation Assistance Program for Department of the Navy Personnel," 8 November 2005 This Instruction provides policy for the Department of the Navy Relocation Assistance Program.  Information concerning spouse employment opportunities is a required component of the pre-departure information provided by the Relocation Assistance Program.

Department of the Navy, "Civilian Human Resources Manual (DON CHRM)," 17 January 2003 Subchapter 310.1 of this Manual, "Military Spouse Employment Preference," provides policy regarding employment preference and assistance to spouses of active duty members of the armed forces for all Department of the Navy activities and commands employing appropriated fund civilian employees at grade level GS/GM-15 and below.

Marine Corps Order (MCO) P1700.24B, "Marine Corps Personal Services Manual," 27 December 2001 This Order publishes policies for Personal Services Programs, which reside within Marine Corps Community Services.  Section 3 of this Order specifically addresses the Family Member Employment Assistance Program (FMEAP).

MCO P12000.11A, "Marine Corps Nonappropriated Fund Personnel Policy Manual," 31 October 2000 This Order provides detailed personnel administrative procedures and provides the primary reference for the overall administration and utilization of employees of Marine Corps NAFIs.  Paragraph 2106 of the Order specifically addresses military spouse preference for employment in Marine Corps NAFIs.

Navy

Air Force

Air Force Manual (AFMAN) 34-310, "Nonappropriated Fund Personnel Program Management and Administrative Procedures," 1 December 1995  This Manual contains specific guidance and technical procedures for managing and administering employees of NAFIs for the efficient and effective management and administration of the Air Force NAF Personnel Program.  Paragraph 3.9 specifically addresses NAFI employment policies, requirements, and restrictions as they relate to military spouse preference.

AFMAN 36-203, "Staffing Civilian Positions," 12 December 2002  Chapter 4 of this Manual implements DoD Instruction 1404.12 and provides Air Force policy and procedures for military spouse preference employment in appropriated fund positions. 

Air Force Pamphlet (AFPAM) 36-213, "Employment Information for Families Being Assigned to Overseas Areas," 14 February 2008  This Pamphlet provides general information about Air Force civilian employment to military and civilian family members who will accompany their sponsor to an overseas area.  It does not include information about employment in Alaska, Hawaii, or Guam.

Coast Guard

Commandant Instruction (COMDTINST) 1900.2A, "Transition Assistance Program," 17 April 2003  This Instruction provides policy and procedures for the Transition Assistance Program in the Coast Guard, including employment assistance for separating personnel.
